In order to accelerate the development of Beicai, in 2004, the town party committee and government proposed to build information collection, dynamic management, decision-making assistance and other information systems on the basis of building a basic information platform through the party and government office, economic management, resource utilization, community management, and human environment transformation in Beicai town. Realize the standardization and simplification of office automation and business management, thus improving the efficiency of government affairs and strengthening the scientific decision-making.

The town government signed a technical service contract with Shanghai University Science Park and a system development contract with Shanghai Internet Software Company. From the perspective of scientific, overall and reasonable suburban informatization, through in-depth investigation and according to different needs, the town government put forward relevant demand suggestions and started the first phase of the town's informatization project, namely the development and construction of "Beicai Town Management Information System". At present, the first phase of the project has entered the acceptance stage. Combined with the construction of the community affairs acceptance service center in the town, the town will start the second stage of informatization, namely the community affairs acceptance information operating system. On this basis, the town will start the third stage of informatization construction in the second half of the year, that is, the construction of government affairs extranet in Beicai Town.
