What is the meaning of "Action of Spring Seedlings"?

The "Spring Seedling Action" was initiated by the China Municipal Government to vaccinate overseas China citizens with COVID-19 vaccine, and the China Municipal Government will actively assist and strive to vaccinate overseas compatriots with domestic or foreign vaccines. Georgia fully implements the "Spring Seedling Action"

According to the official WeChat account of the China Embassy in Georgia, since the implementation of the "Spring Seedling Operation" in Georgia, most China citizens with Georgian residence permits have completed COVID-19 vaccination.
