People's governments at all levels shall be responsible for drug control work within their respective administrative areas and implement the responsibility system for drug control work.

State organs, social organizations, enterprises and institutions, and village (neighborhood) committees shall do a good job in drug control in their own units. Article 5 The public security organ is the administrative department in charge of drug control, cracking down on drug crimes according to law and implementing compulsory detoxification.
Procuratorial organs, judicial organs and judicial administrative organs shall perform their duties and punish drug crimes according to law.
Health, industry and commerce, customs, transportation, civil aviation, railways, food and drug supervision, entry-exit inspection and quarantine, finance, information industry, agriculture and other departments carry out drug control work according to their respective responsibilities. Sixth news publishing, radio and television, culture and other departments should carry out anti-drug publicity.
Trade unions, communist youth leagues, women's federations and other mass organizations shall organize and carry out anti-drug publicity and education according to their respective functions and duties.
Education administrative departments and schools should incorporate anti-drug education into the content of legal education and carry out anti-drug education for students.
Guardians of minors should strengthen anti-drug education for minors. Article 7 Units or individuals are encouraged to report and expose drug-related illegal and criminal activities. Units or individuals engaged in business activities in cultural entertainment, catering services, hotels, house leasing, transportation and other industries shall abide by the relevant laws and regulations of the state on drug control, and if they find others taking or injecting drugs or engaging in other illegal and criminal activities of drugs in their business premises, they shall promptly report to the public security organs and assist in investigation and evidence collection. Ninth minors who take or inject drugs shall be stopped by their guardians. Students who take or inject drugs at school should stop it in time and report to the public security organ. For drug addicts, their guardians and schools shall cooperate with the public security organs to supervise their detoxification. Schools should strengthen supervision and education for students who return to school after drug rehabilitation to prevent them from taking or injecting drugs again.
It is forbidden to force, seduce, cheat, instigate or shelter minors to take or inject drugs. Article 10 Where any of the following personnel takes drugs, the unit to which they belong shall adjust their posts:
(a) the driving and command of trains, motor vehicles, aircraft and ships;
(2) aerial work;
(three) the operation of important production equipment and precision instruments;
(four) the production, operation, management and use of highly toxic substances, electricity, gas, oil and other flammable and explosive substances;
(5) Research, production, sale, management and use of psychotropic drugs and narcotic drugs;
(six) engaged in work involving state secrets;
(seven) other work that has a significant impact on public safety, personal safety and society. Article 11 The public security organ shall, according to law, enforce drug rehabilitation or order drug addicts to stop drug rehabilitation within a time limit.
After compulsory detoxification, those who take or inject drugs or are ordered to give up drugs within a time limit may decide on reeducation through labor according to law and send them to reeducation through labor places for compulsory detoxification.
Families should urge drug addicts and injecting drug addicts to go to drug rehabilitation institutions and compulsory drug rehabilitation centers for drug rehabilitation. Article 12 The living expenses and treatment expenses of drug addicts during compulsory detoxification shall be borne by themselves or their families.
Under any of the following circumstances, the living expenses and treatment expenses of compulsory drug addicts shall be subsidized by the financial department of the local people's government according to the specific circumstances;
(a) drug addicts are urban residents, the per capita income of their families is lower than the local minimum living standard for urban residents, and they have obtained the minimum living guarantee certificate;
(two) drug addicts are rural residents, family financial difficulties, and obtain a certificate issued by the township (town) people's government. The standard of economic hardship is determined with reference to the local minimum living standard stipulated by the people's government at or above the county level. Thirteenth drug addicts, injecting drug addicts in any of the following circumstances, the public security organs at or above the county level shall order them to quit drug addiction within a time limit outside the compulsory drug rehabilitation center:
(1) Suffering from acute infectious diseases or other serious diseases;
(2) Being pregnant or nursing a baby under one year old;
(three) under the age of fourteen or over seventy;
(4) Others who are not suitable for detoxification in compulsory detoxification centers.
For the persons listed in the preceding paragraph, the public security organ shall issue a Notice of Drug Rehabilitation within a Time Limit to themselves or their families or guardians, and the local police station shall be responsible for supervision.
