Positive cases of COVID-19 among students have appeared in our province; local positive cases have been found in many nearby cities in our city, showing a multi-point distribution trend, and the risk of epidemic import continues to increase. In order to implement the spirit of the recent national, provincial and municipal joint prevention and control mechanisms and the relevant emergency meetings of the Ministry of Education and the Provincial Department of Education, the instructions on urgent and tight implementation of school epidemic prevention and control measures are as follows:

1. Resolutely maintain School gate. Strictly implement the "closed" management of the campus, and in principle, outsiders are not allowed to enter the campus. For those who must enter the school, closed-loop measures such as "enquiry, registration, temperature measurement, flashing the code and card, and wearing a mask the entire time entering the school" are strictly and carefully implemented. Comprehensively and strictly implement the on-duty duty, epidemic "daily reporting", "zero reporting" and information reporting systems, smooth the reporting mechanism, and understand the daily body temperature, health code, itinerary card abnormalities and out-of-city travel history of teachers and students. It is necessary to promptly detect and deal with people coming to and returning from areas at high risk of the epidemic, as well as people with stars in their itinerary codes and abnormal health codes. In accordance with the principle of "whoever approves, who is responsible", we urge and guide off-campus training to strictly implement door-keeping measures and strengthen personnel health management. Various localities can take measures such as shortening the training time, reducing the scale, or temporarily suspending the training according to the local epidemic prevention and control situation.

2. Implement personal responsibility. In principle, teachers, students and employees will not leave Shaoxing in the near future; if they really need to leave, they will be strictly reviewed and approved by the relevant person in charge of the school, and their accounts will be canceled after returning. Strengthen weekend management and guide teachers, students and employees not to participate in social activities in crowded places unless necessary. Do not travel to areas with medium to high risk or districts and cities where local cases have occurred. It is necessary to educate and guide teachers and students to wear masks scientifically at all social activities outside the school, wash hands frequently, keep a one-meter line, and avoid public transportation as much as possible. Incorporate into the rules, regulations and assessment management the wearing of masks by the canteen, security, cleaning, dormitory management and other support staff throughout the school. It is necessary to urge qualified faculty and staff who have not completed the enhanced immunization to complete the full course of COVID-19 vaccination as soon as possible, improve the reporting mechanism for the ranking of enhanced immunization rates, and build a strong campus immunity barrier.

3. Organize nucleic acid testing. To improve the school-site linkage mechanism for nucleic acid testing, schools should create conditions to train their own personnel responsible for nucleic acid sampling and strengthen the organizational guarantee of on-site sampling. Implement the nucleic acid sample sampling rate of teachers and students once a week on a class-by-class basis, with no less than 10% of teachers and students each time, and all logistics personnel will be covered. Strictly urge teachers and students who have returned to Shaoxing from non-key areas outside the city to take the initiative to conduct two nucleic acid tests at the voluntary inspection points on the first and fourth days, and report the results as soon as possible.

4. Be sure to reduce the gathering of people. In accordance with the principle of “no non-essential events, no online events, no offline events”, we strictly control the number and scale of conferences and activities attended by people outside the school. Meetings with 50 or more people and must be held with the participation of people from outside the school must be strictly reviewed and approved. Various prevention and control measures must be implemented according to "who holds the event, who is responsible". 5. Implement simultaneous inspection and prevention. Strictly follow the requirements of the "Technical Plan for Prevention and Control of the New Coronavirus Epidemic" and implement normal campus epidemic prevention and control measures such as "people, things, and environment" simultaneous inspection, prevention, and multi-disease prevention. Imported goods and cold chain foods are not necessary. Do not use or enter the school. 6. Close collaboration between home and school. Schools should include the health information of students’ family members living with them into the scope of student health management, and remind students’ family members living with them to reduce unnecessary travel outside Shaoxing. Those who really need to leave Shaoxing must strengthen relevant itinerary reporting, nucleic acid testing, and promptly grasp their health codes, In case of abnormal itinerary card and other situations, we will work with family members to jointly fulfill the responsibility of protecting students' health.

7. Strengthen emergency drills, inspections and supervision. Schools in various places must be prepared to start online education and teaching at any time to ensure switching as needed. All schools will complete an emergency drill this week.
