Henan urgently reminds that some college students need to be isolated when they return to China. Which areas are particularly affected by returnees?

The notice requires that health management measures should be implemented for people coming (returning) to Henan in different risk areas, and "7+7" (7) should be implemented in accordance with the Notice on Point-to-Point Transfer of People Coming (Returning) to Henan in Shanghai (Yu Fang Ban Fa [2022] No.34). For the students of Henan-born Shanghai universities who landed in Zhengzhou for the first time, Zhengzhou City is responsible for point-to-point closed-loop transport, which will be isolated for 7 days free of charge, and then picked up by the place of residence point-to-point and urged to implement home health monitoring for 7 days.

For those who enter Henan from outside the province within 14 days, the prevention and control measures such as community report, code management and home health monitoring shall be strictly implemented. For the returnees who have not had an epidemic in the cities under the jurisdiction of the province within 0/4 days outside the province, we will continue to carry out the "two codes and one certificate" and "three days and two inspections" to guide them to stay at home as much as possible, so as to effectively avoid gathering and clustering, and minimize the risk of epidemic spread caused by the flow of people. The traffic epidemic prevention checkpoints of expressways and national and provincial trunk highways should continue to strictly control the "two yards and one certificate" for those who come (return) to Henan. For those who come (return) to Henan from Shanghai, the epidemic prevention and control agency at the next stop will guide them to the destination to implement control measures.

Those who enter Henan within 0/4 days from outside the province/KLOC-will be guided to the community (village) in a "point-to-point" way, and measures such as code management and home health monitoring will be strictly implemented. For returnees who have not had an epidemic in a city under the jurisdiction of the province within 0/4 days outside the province, the health code is green (including yellow code), the travel code is green, and the negative nucleic acid test for 48 hours proves rapid release.

In order to show concern for Henan college students, the Henan Provincial Party Committee and the provincial government, based on the principle of voluntariness, arrange centralized isolation for students who are willing to be isolated in Zhengzhou with valid certificates such as student ID cards. Considering that college students have no financial resources, Zhengzhou will isolate these returned students for free.

Secondly, migrant workers returning from Zhengzhou must provide "two codes and one certificate" (negative proof of nucleic acid test within 48 hours, with the inspection of health code and travel code).
