1. To apply for transfer registration, the identity certificate and ownership transfer certificate of the original owner and current owner of the electric bicycle shall be submitted, and the electric bicycle shall be submitted for inspection.

In any of the following circumstances, the registration of electric bicycles shall not be changed:

(1) The certificate submitted by the owner is invalid;

(two) change the technical parameters of electric bicycles and do not meet the mandatory national standards;

(3) The vehicle code or motor code is missing, altered or illegible;

Article 8 The State practices a motor vehicle registration system. Motor vehicles can only be driven on the road after being registered by the traffic management department of the public security organ. If an unregistered motor vehicle needs to travel on the road temporarily, it shall obtain a temporary pass permit.

Article 9 To apply for motor vehicle registration, the following documents and vouchers shall be submitted:

(a) the identity certificate of the owner of the motor vehicle;

(2) Proof of the origin of the motor vehicle;

(3) The factory certificate of the whole motor vehicle or the import certificate of the imported motor vehicle;

(four) vehicle purchase tax payment certificate or tax exemption certificate;

(5) Other certificates and vouchers required by laws and administrative regulations when registering motor vehicles.

The traffic administrative department of the public security organ shall complete the examination and verification of motor vehicle registration within five working days from the date of accepting the application, and shall issue the motor vehicle registration certificate, license plate and driving license to those who meet the conditions specified in the preceding paragraph; If the applicant does not meet the conditions specified in the preceding paragraph, it shall explain to the applicant the reasons for not registering.

Except as otherwise provided in this Law, no unit or individual other than the traffic administrative department of the public security organ may issue motor vehicle number plates or require motor vehicles to hang other number plates.

The style of motor vehicle registration certificate, license plate and driving license shall be stipulated and supervised by the public security department of the State Council.
