1. Submission of application materials

2. Preliminary review of application materials. Receive telecommunications business license application or licensing matters submitted by the applicant unit. After changing the application materials, the consultation center will complete the preliminary review of the application materials as soon as possible. If there are problems in the application materials, we will notify your company of correction requirements by fax, email, or phone within 5 days. The applicant shall supplement and correct relevant materials according to the requirements of the supplement and correction notice and submit them as soon as possible.

3. Review and approval of application materials. Telecommunications business licenses are divided into two categories: "Basic Telecommunications Business License" and "Value-Added Telecommunications Business License". Among them, the "Value-Added Telecommunications Business Operation License" is divided into the "Inter-regional Value-Added Telecommunications Business Operation License" and the "Value-Added Telecommunications Business Operation License" within the scope of provinces, autonomous regions, and municipalities directly under the Central Government. The Ministry of Information Industry is responsible for the examination and approval of the "Basic Telecommunications Business Operation License" and the "Inter-regional Value-Added Telecommunications Business Operation License". The "Value-Added Telecommunications Business License" within the scope of provinces, autonomous regions and municipalities directly under the Central Government shall be examined and approved by the Communications Administration Bureau of the province, autonomous region and municipality directly under the Central Government. After the application materials are complete, the Ministry of Industry and Information Technology will issue an acceptance notice in accordance with the provisions of the "Administrative Licensing Law". The applicant unit can come to collect the acceptance notice after being notified. The time for receiving the acceptance notice will not affect the subsequent approval progress. After accepting the application, the relevant departments of the Ministry of Industry and Information Technology will conduct an approval review in accordance with the "Telecommunications Regulations of the People's Republic of China", "Telecommunications Business License Management Measures" and other management regulations.

4. Obtaining Approval Information After the application unit has completed the review and approval of its application, there will be a special phone call to notify the applicant to collect relevant license certificates and approval documents. In order to facilitate the inquiry of the applicant unit, in addition to the telephone notification, the latest approval information of the business license application and the application for change of licensing items will also be published in the license management column of the China Communications Consulting Network on the consultation center website. The applicant unit can log in to the website for inquiry.

5. Receipt of license certificates and approval documents. The recipient of the business license must be the legal representative of the corresponding company or the company's staff listed in the social security list in the company's application materials. Recipients need to bring relevant materials to go through the collection procedures as required. After the company obtains the license, it should carefully read the license certificate and approval documents in the license (including the regulations on the use of the business license, the rights and obligations of the operator, special provisions and other documents), study the relevant laws, regulations and departmental rules, and Follow it.
