According to the requirements of 20 measures to further optimize the epidemic prevention and control work in the State Council's joint prevention and control mechanism, in order to better protect the life safety and physical health of the broad masses of people in the region, the relevant matters concerning further strengthening the health management of people entering the area outside the province are hereby notified as follows:

1. Before arriving in the area, the personnel entering the area should register their personal information through "Laiquan Registration" in advance, and truthfully declare their personal health status, arrival time, transportation and health status.

2. Personnel entering the area should strictly carry out the "landing inspection" to the spring, that is, take it and leave it. Those who fail to carry out nucleic acid detection within 24 hours after the arrival of spring will be given the yellow code of "Fujian Health Code".

3. The personnel entering the area should report to the area, enterprise, community and unit as soon as possible and within 12 hours after arriving at the area, and complete the "three-day and three-inspection". Don't go out, have dinner, get together or go to crowded places unless necessary. Wear a mask when going out.

4. Implement "7-day home isolation" for those who have lived in high-risk areas of domestic epidemic within 7 days. During the quarantine period, Fujian Health Code will be banned from going out by red team. On 1, 3, 5 and 7 days, 1 nucleic acid detection will be conducted respectively.

5. All kinds of public places in the jurisdiction should standardize the posting of "site codes" and arrange staff to urge the entrants to wear masks and scan codes. Those who don't scan the code and wear masks are not allowed to enter. Those who find abnormal health code should immediately report to the district, grid and competent department.

6. All enterprises, communities and units in the jurisdiction should strengthen independent investigation, and report the information of personnel entering the area outside the province to the local and grid at the first time, and control is in place.

7. The general public is the first responsible person for their own health, so it is necessary to strengthen personal protection. Those who enter public places, take public transport, engage in key industries, go to hospitals for medical treatment, and participate in various gathering activities and meetings must wear masks in a standardized manner throughout the process, and consciously cooperate with prevention and control measures such as temperature measurement, coding and scanning.

8. The general public and friends are invited to actively participate in supervision. If you find clues that people entering high-risk areas have not implemented epidemic prevention measures as required, please report to the area and grid in time. If the informant is verified as a hidden confirmed case or asymptomatic infected person, the first informant will be rewarded for each clue 10000 yuan. The bonus will be paid in place within 10 working days after verification.

9. The general public, government agencies, enterprises and institutions, market players, etc. We should actively cooperate with the epidemic prevention and control work. Those who conceal, falsely report, delay reporting personal residence history, contact history and health information, or refuse to implement epidemic prevention and control regulations such as wearing masks and scanning "codes" will be investigated for legal responsibility according to law.
