Article 1 In order to carry forward the humanitarian spirit and promote the further development of blood donation in China, these Measures are formulated in accordance with the relevant provisions of the Blood Donation Law of People's Republic of China (PRC) (hereinafter referred to as the Blood Donation Law).

Article 2 The recognition and reward for blood donation refers to the rewards given by individuals, collectives, provinces (cities) and troops who have made remarkable achievements and contributions to the cause of blood donation in accordance with these Provisions.

Article 3 The principle of openness, fairness and impartiality shall be adhered to in commending and rewarding unpaid blood donation, and spiritual rewards shall be given priority in accordance with the prescribed reward methods, standards, authority and procedures.

Article 4 National commendation activities are held every two years. Article 5 Blood donation commendation awards are divided into "blood donation dedication award", "blood donation promotion award", "blood donation volunteer service award", "blood donation advanced province (city) award", "blood donation advanced army award" and "blood stem cell donation award".

Sixth blood donation awards are used to reward blood donors who have voluntarily donated blood for many times. Its awards and reward criteria are:

(a) bronze medal, blood donation for more than 20 times;

(two) donated blood for more than 30 times and won the silver prize;

(3) Donated blood for more than 40 times and won the gold medal.

Seventh blood donation promotion awards are used to reward units and individuals who have made contributions to the cause of blood donation. Its awards and reward criteria are:

(a) the unit awards or donates more than 500,000 yuan or donates blood collection equipment and facilities worth more than 500,000 yuan;

(two) individual awards, personal donations of more than 300 thousand yuan or donated blood collection equipment and facilities worth more than 300 thousand yuan;

(three) special award, awarded to people and departments from all walks of life who have made outstanding contributions to promoting blood donation in China for many years.

Eighth blood donation award, used to reward individuals who actively participate in blood donation work. Its awards and reward criteria are:

(1) "one-star" volunteers who have donated blood for a total of 1.20 hours;

(two) two-star volunteers who have donated blood for 240 hours;

Three-star volunteers who have donated blood for 360 hours;

Four-star volunteers who have donated blood for 480 hours without compensation;

Five-star volunteers who have donated blood for over 600 hours;

(6) "Lifelong Honor Award" refers to volunteers who have donated blood for more than 10 years, accumulated more than 1500 hours, or accumulated more than 3000 hours.

Ninth advanced provinces (cities) award for voluntary blood donation is used to reward provinces (autonomous regions and municipalities directly under the central government) and cities with districts (prefectures and leagues) that actively support voluntary blood donation. The reward standard is:

(1) 100% of clinical blood comes from unpaid blood donation;

(2) Fixed unpaid blood donors account for more than 50% of the local blood donors;

(3) Among the population aged15-55, the awareness rate of blood donation for urban residents should reach over 85%, and that for rural residents should reach over 75%; Teenagers in school should reach more than 95%;

(four) the local news media actively broadcast public service advertisements to promote blood donation knowledge, including radio, television and other media to ensure that it is broadcast more than twice a day from 7: 00 to 10;

(five) more than 70% of the main roads, streets, squares, parks, commercial areas, tourist attractions and other public places in the area are free to set up public billboards or publicity columns about blood donation knowledge;

(six) according to the clinical blood consumption of local medical institutions, set up a reasonable layout and an appropriate number of fixed blood donation houses (points).

Article 10 The Advanced Award for Blood Donation by the Army is used to reward the army and the armed police force that have made contributions to the cause of blood donation. The reward standard is:

The awareness rate of voluntary blood donation in military and armed police units above the military (independent division) level reached over 95%, and the voluntary blood donation rate reached 100%.

Eleventh hematopoietic stem cell donation award is used to reward those who successfully donate hematopoietic stem cells. Its awards and reward criteria are:

(1) Dedication Award, a donor who successfully donated hematopoietic stem cells 1 time;

(2) Special awards, donors who have successfully donated hematopoietic stem cells for more than 2 times, or donors who have successfully donated hematopoietic stem cells 1 time and voluntarily donated blood for more than 20 times. Twelfth municipal health administrative departments, the Red Cross and the relevant military units are responsible for the collection and submission of relevant application materials.

The health administrative departments of all provinces (autonomous regions and municipalities directly under the Central Government), the Red Cross Society and relevant military units are responsible for the statistics and preliminary examination of the application materials.

The Ministry of Health, the China Red Cross Society and the Ministry of Health of the General Logistics Department form a "blood donation commendation and award evaluation team", which is responsible for reviewing, evaluating and approving the blood donation commendation and award.

Thirteenth local and municipal people's governments, the Red Cross and the relevant units of the army are responsible for commending:

(1) Bronze Award for Free Blood Donation;

(two) blood donation award (one star to three stars).

Article 14 The people's governments of provinces (autonomous regions and municipalities directly under the Central Government), the Red Cross Society and relevant military units shall be responsible for commending:

(a) blood donation and dedication award silver award;

(two) blood donation award (four-star to five-star);

(3) Donate hematopoietic stem cells for free.

Article 15 The Ministry of Health, China Red Cross Society and the Ministry of Health of the General Logistics Department are responsible for commending:

(a) blood donation bonus award;

(two) blood donation promotion award;

(3) Lifelong Honor Award for blood donation;

(four) advanced province (city) award for blood donation;

(5) Advanced Award for Voluntary Blood Donation by the Army;

(6) Special Award for Free Donation of Hematopoietic Stem Cells.

Sixteenth blood donation recognition awards, generally according to the following procedures:

(a) individuals, collectives, provinces (cities) and the army meet the corresponding reward standards, by individuals, units or local blood collection and supply institutions to submit application materials, and in accordance with the provisions of the recognition and reward authority reported to the municipal health administrative department, the Red Cross and the relevant units of the army;

(two) the relevant departments of the city collect and count the relevant application materials and submit them to the provincial health administrative department, the Red Cross and the relevant units of the army;

(three) the relevant units at the provincial level shall conduct a preliminary examination of the application materials submitted by the municipalities, draw up a list of qualified applicants, and publicize them within a certain range in an appropriate form for 7 working days;

(4) After the expiration of the publicity period, the Ministry of Health, the Red Cross Society of China and the General Logistics Department shall review the qualified materials submitted by the relevant units in the provinces and military areas, and announce them to the public.

Seventeenth for blood donors who have participated in blood donation in different places, all localities should carefully check the relevant information of blood donors and accept it in a timely manner, and shall not refuse to accept the declaration requirements of blood donors who meet the conditions for recognition. Eighteenth individuals, collectives, provinces (cities) and troops who resort to deceit and cheat for rewards, after verification, shall be disqualified from reporting and shall not declare again within 4 years; If an award has been won, the award shall be revoked by the examination and approval authority, and the award certificate shall be withdrawn and announced to the public.

Nineteenth relevant personnel involved in the evaluation of unpaid blood donation who practice favoritism and malpractice in their work shall be criticized, educated or punished according to the seriousness of the case. Article 20 Blood donation refers to citizens' voluntary and unpaid blood donation.

A fixed unpaid blood donor refers to a person who has donated blood at least three times, at least 1 time in the past 12 months, and promised to donate blood again in the next year.

Twenty-first recognition and evaluation of the number of unpaid blood donors in accordance with the following provisions for conversion statistics:

Whole blood is calculated as per 200ml 1 time;

Platelets collected by machine are counted as per 1 treatment unit 1 time, and 2 treatment units are counted as 2 times;

The number of unpaid blood donations before the promulgation of the Blood Donation Law can be calculated cumulatively.

Twenty-second these Measures shall apply to the recognition and reward of overseas Chinese, compatriots from Hong Kong, Macao and Taiwan and foreigners coming to China after donating blood in Chinese mainland.

Twenty-third all kinds of awards in recognition of these measures are honorary awards.

Twenty-fourth provinces (autonomous regions and municipalities directly under the central government) people's government, the Red Cross and the relevant units of the army, according to these measures and the actual situation of the region, the unit, formulate relevant recognition and reward measures.

Article 8 The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government and the Red Cross Society may, in accordance with these Measures and the actual situation in the region, formulate local commendation and reward measures. Article 9 These Measures shall also apply to overseas Chinese, compatriots from Hong Kong and Macao and foreigners in China. Article 10 These Measures shall be interpreted by the Ministry of Health of the People's Republic of China and the China Red Cross Society. Eleventh these measures shall come into force as of the date of promulgation, and the original "Measures for Rewarding Blood Donation (Trial)" shall be abolished by itself. Supplementary provisions of the calculation of blood donation according to the whole blood 200 ml once, 400 ml twice, each machine blood component four times. Before the promulgation of the Blood Donation Law, the number of unpaid blood donations can be calculated cumulatively. (VI) Voluntary blood donors and their immediate family members (those who do not meet the conditions for blood donation) who do not enjoy free medical care and labor insurance medical treatment, when blood is needed due to injury, the blood donation unit shall provide the same amount of blood or blood components as my voluntary blood donation with the blood donation certificate, and the invoice of the blood donation unit shall be submitted to the blood collection unit for reimbursement. Two. Several explanations (1) mean that blood donors do not receive nutrition fees, various subsidies and other remuneration in their blood donation units and work units. (II) All kinds of medals, trophies and blood donation cards are designed and manufactured by the China Red Cross Society (for national use), collected and distributed to the Red Cross Societies of provinces, autonomous regions and municipalities directly under the Central Government by the voluntary blood donation offices of citizens at or above the county level. The production cost is paid by the blood collection unit. (3) Bronze medals, silver medals, gold medals and trophies awarded by unpaid blood donation are only given to 1 time per person. (4) The honorary membership card and badge of China Red Cross Society are designed and produced by China Red Cross Society, and the Red Cross Society at or above the county level receives and distributes them to the Red Cross Society of provinces, autonomous regions and municipalities directly under the Central Government, and the production cost is paid by the blood collection unit. (five) after blood donation by unpaid blood donors, the blood collection unit shall provide a meal of appropriate snacks and drinks free of charge.
