Chapter I General Provisions Article 1 In order to strengthen the management of government information resources in this Municipality, promote the development, sharing and utilization of government information resources, realize the scientific and standardized management of government information resources and improve administrative efficiency, these Measures are formulated according to the actual situation of this Municipality. Article 2 These Measures shall apply to the non-classified government information resource management activities of the administrative organs at the same level in this Municipality and organizations authorized by laws and regulations to manage public affairs (hereinafter referred to as administrative organs). Article 3 Government information resources include information systems and government information.

The term "information system" as mentioned in these Measures refers to an operating system consisting of computers, information networks and their supporting facilities, which stores, transmits and processes information according to certain purposes and rules, including various databases and application systems.

The term "government information" as mentioned in these Measures refers to the information produced or obtained by administrative organs in the course of performing their duties and related to economic, social management and public services, and recorded and saved in the form of electronic documents. Article 4 The municipal information management institution is the overall coordination institution of information construction in this Municipality, and its main responsibilities are:

(a) overall planning, coordination and guidance of the municipal government information resources management;

(two) take the lead in formulating rules and standards for government information resources planning and government information sharing;

(three) regularly organize the city's government information resources survey, and put forward suggestions to promote the sharing of government information resources;

(four) to guide the administrative organs to formulate the management system of government information resources and compile the catalogue of departmental information resources. Article 5 Administrative organs shall designate specialized agencies and personnel to be responsible for the management of government information resources.

The administrative organ shall regularly check and register the government information resources and report the inspection records to the municipal information management institution for the record. Article 6 An administrative organ shall establish and improve its own government information review mechanism, and define the working procedures and responsibilities of government information collection, processing, archiving, maintenance and sharing. Chapter II Construction and Management of Information Systems Article 7 The construction of information systems by administrative organs shall be conducive to promoting and promoting the interconnection between application systems and realizing information sharing and business collaboration. Article 8 The new information system shall avoid duplication with the existing information system. In principle, if the information processing needs can be met through the resource sharing of existing information systems or existing commercial software, no new information systems will be developed.

The government information sharing and exchange infrastructure and other new public information systems used by multiple administrative organs with the same functions or similar processing procedures shall be developed and constructed by the municipal information management institutions. Article 9 The database of government information resources includes basic database, platform database and professional database.

The basic database is used to store the basic information of population, legal entities, natural resources and spatial geography, macroeconomic data, normative documents and other government information.

The platform database is used to store government information such as human resources, cultural resources, social credit, urban management, documents and archives closely related to social and economic development and urban management.

The professional database is used to store the business information of administrative organs closely related to the information system of administrative organs. The database construction involving information sharing shall conform to the municipal government information resources sharing catalogue and related standards. Thirteenth administrative organs should be clear about the services and data requirements provided by their own government information systems. Article 14 An administrative organ shall make a public announcement in an appropriate way in advance if it makes major modifications, terminates services or releases new important information systems that affect other departments and economic and social operations. Chapter III Administration of Government Information Resources Catalogue Article 15 The government information resources catalogue includes basic information resources catalogue, shared information resources catalogue and departmental information resources catalogue, etc. Sixteenth basic information resources directory by the municipal information management agencies in conjunction with the municipal statistics, archives and related professional departments jointly compiled. Article 17 The catalogue of shared information resources shall be compiled by the municipal information management organization in conjunction with the departments of confidentiality and archives according to the catalogue of information resources of various administrative organs, and updated in time by the municipal information management organization according to the changes in supply and demand of shared information proposed by administrative organs.

The catalogue of shared information resources is made public within administrative organs as the basis for information sharing among administrative organs. Eighteenth departmental information resources directory shall be compiled and updated by the administrative organ, and the update shall be notified to the municipal information management institution as required. Chapter IV Collection of Government Information Article 19 The municipal information management institution shall, jointly with the municipal statistics and archives department, formulate standards and norms for the collection and application of government information, and determine the competent authority for personal information collection according to law.
