Chapter I General Principles

Article 2 These Measures shall apply to the professional title evaluation of in-service teachers in ordinary primary and secondary schools, vocational middle schools, kindergartens, special education schools, work-study schools, educational and teaching research institutions, audio-visual education institutions and other off-campus educational institutions (hereinafter referred to as "schools (units)").

Private primary and secondary school teachers and other in-service primary and secondary school teachers may participate in the evaluation of professional titles with reference to these measures.

Third primary and secondary school teachers' professional title evaluation must be carried out within the approved proportion of teachers' post structure, and no evaluation beyond the proportion of post structure and out of post appointment shall be carried out. The evaluation results are an important basis for the appointment of primary and secondary school teachers.

Fourth primary and secondary school teachers' professional title evaluation, adhere to the teacher's morality, ability, performance and contribution as the guide, in line with the principles of objectivity, fairness, openness, competition and merit, the implementation of peer expert evaluation, pay attention to social and industry recognition.

Fifth primary and secondary school teachers' professional title evaluation shall be graded management. Senior teacher evaluation is organized and implemented by the provincial human resources, social security and education administrative departments; The evaluation of teachers below senior level shall be organized and implemented by the administrative departments of human resources, social security and education at prefecture level; The first, second and third grade teacher evaluation is organized and implemented by the administrative departments of human resources and social security and education of counties (county-level cities and districts, the same below).

The titles of primary and secondary school teachers are evaluated by the evaluation committee. According to the needs of evaluation, the evaluation Committee and evaluation database of teachers' professional titles are established at different levels. The professional title evaluation committees of primary and secondary school teachers at all levels are established by the corresponding human resources and social security departments in accordance with the requirements of hierarchical management, and the daily work departments of the evaluation committees are designated.

Chapter II Application for Declaration

Article 6 To declare and evaluate the titles of primary and secondary school teachers, it is necessary to meet the requirements of the relevant provisions of the Standards for Evaluating the Level of Primary and Secondary School Teachers in Guangdong Province.

Seventh primary and secondary school teachers to declare the evaluation of professional titles, by individuals to the school (unit) to apply, according to the requirements to fill in and submit the "Guangdong Province primary and secondary school teachers post qualification evaluation form" and related application materials.

Eighth primary and secondary school teachers can apply for inter-school competition and declaration, and the relevant measures shall be formulated separately.

Chapter III Evaluation and Suggestions

Article 9 Schools (units) shall organize competitive recommendation according to the number of teachers' job vacancies and work needs.

Schools (units) to participate in the competition for posts of teachers, combined with the assessment of each academic year since taking office, through a variety of ways to conduct a comprehensive assessment.

Article 10 A school (unit) shall set up a recommendation committee mainly composed of peer experts and front-line teachers (generally no less than 7, including no less than 4 front-line teachers), and the applicant shall make a comprehensive evaluation and put forward recommendations after publicly reporting on his work in the school.

Recommend members of the Committee to implement the withdrawal system. Members of the recommendation committee who are husband and wife, collateral blood relatives or close in-laws within three generations with the participating teachers shall withdraw.

Eleventh schools (units) according to the recommendation of the recommendation committee, combined with the examination of candidates who participated in the competition in each school year since taking office, collectively study and determine the recommended candidates, and publicize the application materials of the recommended candidates in the school (time is not less than 7 working days), and submit them to the education administrative department after publicity without objection.

Twelfth application materials should be submitted to the daily work department of the corresponding review committee according to the current title management authority.

Chapter IV Evaluation and Inspection

Thirteenth education administrative departments shall, in accordance with the personnel management authority, organize lectures for the candidates recommended by the school, and record the assessment results in the "Guangdong Province primary and secondary school teachers' post qualification evaluation form".

Primary and secondary school teachers with large scale, strong education and teaching strength and standardized personnel management can be entrusted by the education administrative department to organize teaching and assessment if they declare primary and secondary school teachers and below.

Fourteenth the daily work department of the review committee shall formulate the review work plan and organize the implementation after the approval of the review committee.

Fifteenth the daily work department of the review committee shall accept the application materials according to the relevant requirements, organize special personnel to review and verify them one by one, and submit them to the review committee for review if they meet the prescribed conditions. Materials that do not meet the specified requirements will not be accepted.

Sixteenth review committee in accordance with the relevant provisions of our province, experts in the field of primary and secondary schools not less than three quarters.

The members of the jury library are composed of peer experts and teachers who are currently employed to hold corresponding and above positions. The members of the judges' library of the full-time and senior teachers' professional titles evaluation committee are composed of experts in the same or similar professions who hold positions in institutions of higher learning, primary and secondary schools and basic education and teaching research institutions. Members of the judges' library of the Senior Teachers' Professional Title Evaluation Committee refer to the above corresponding conditions.

Seventeenth evaluation committee shall make a comprehensive evaluation of the applicant according to the evaluation standard of teachers' level.

Eighteenth basic procedures of the jury review:

(a) the daily work department of the review committee reports the review preparation;

(two) the review committee consists of professional (discipline) review group for group deliberation. To declare the primary and secondary school level, senior and full-time senior teachers, organize an interview defense, and the defense results will be used as an important basis for evaluation. On the basis of a comprehensive review of the evaluation object materials, the research group conducted full discussions and comments, and voted by secret ballot. If the consent vote reaches half of the members present at the meeting, it shall be submitted to the review committee for review;

(three) the review committee to listen to the professional (discipline) review report, comprehensive evaluation, and finally take secret ballot, agreed to vote more than half of the number of members present at the meeting.

Nineteenth after the review, the daily work department of the review committee will publicize the list of people who have passed the review in the daily work department of the review committee, and at the same time feedback to the applicant's unit for publicity, and the publicity period shall not be less than 7 working days.

Twentieth if there is no objection to the publicity, the daily work department of the jury will report the evaluation results to the corresponding human resources and social security department for review and confirmation within 20 working days after the end of the publicity period.

The evaluation results of senior teachers were reported to Ministry of Human Resources and Social Security and the Ministry of Education for the record.

Twenty-first personnel who have obtained the title of teacher after examination shall be announced by the corresponding human resources and social security departments, and the Guangdong Provincial Professional and Technical Qualification Certificate shall be issued. Chapter V Discipline and Law

Article 22 An applicant must fill in and submit application materials objectively and truthfully. Whoever forges academic qualifications, qualifications, plagiarizes, encroaches on the achievements of others, etc. Once verified, it will be dealt with severely according to relevant regulations.

Article 23 the members of the jury, the members of the jury and the staff of the daily work department of the jury shall strictly abide by the review discipline, adhere to the principle of objective, fair and accurate review, conscientiously perform their duties, and shall not disclose the discussion and voting of the members of the jury and the review process; There shall be no acts of favoritism, relaxation of standard conditions and other acts that hinder fair evaluation. Violation of relevant disciplinary provisions shall be handled in accordance with relevant regulations.

Chapter VI Supplementary Provisions

Twenty-fourth localities can further innovate the evaluation mechanism according to the actual situation, refine the relevant contents of these measures, and improve the scientific evaluation of professional titles.
