The public security bureau has the obligation to keep confidential the informant, and generally does not disclose the basic information of the informant. It is clearly stipulated in the Rules for Handling Criminal (Administrative) Cases by Public Security Organs. Informants who are unwilling to disclose their names and report, accuse or report acts shall keep them confidential.

Rights and obligations of informants:

First, the whistleblower has the right to report, accuse and report illegal and criminal acts to the public security organs by telephone, text message, letter and door-to-door.

Two, the informant, have the right to request the public security organ to issue a receipt. After the case is accepted, the parties have the right to ask for an "acceptance receipt". The public security organ shall have the right to request a notice not to investigate and deal with the reported matters that are obviously not within its scope of duties. If the public security organ refuses to file a case, it has the right to ask for a notice of not filing a case.

Three, that the public security organs and their policemen infringe upon their legitimate rights and interests in performing their duties, have the right to report and accuse to the public security organs at higher levels or the people's procuratorates and administrative supervision organs.

Four, that the police handling the case, expert witnesses, recorders, translators have one of the following circumstances, have the right to apply for withdrawal according to law:

(1) Being a party to the case or a close relative of the party;

(2) He or his close relatives have an interest in the case;

(3) Having served as a witness, expert witness, defender or agent ad litem in this case;

(4) Having other relations with the parties to the case, which may lead to the fair handling of the case. You can apply for reconsideration of the decision to reject the application for withdrawal.

Five, the public security organ refuses to investigate or file a case, have the right to apply for reconsideration. The public security organ shall have the right to lodge a complaint with the people's procuratorate if it believes that the case should be filed without investigation.

Six, do not understand the local common language, have the right to request translation, have the right to report and accept inquiries in the national language.

Seven, have the right to check the records. If there are omissions or errors in the records, they have the right to supplement or correct them. After the verification is correct, the inquiry record shall be signed page by page and fingerprinted.

Eight, shall truthfully state the case, provide evidence, and bear legal responsibility for false accusations.

Nine, should abide by the provisions of the management of reporting places, obey the command of the police and staff. Do not bring dangerous goods and control devices into the reporting place, do not insult, beat or threaten the police and staff, do not stay or make trouble in the reporting place, and do not leave people who cannot take care of themselves in the reporting place. Offenders will be severely punished according to law.
