Yes, but you must bring your ID card. There are two ways to get a registration card:

If you have checked your baggage, you should queue up at the check-in counter of the relevant airline in the airport lobby two hours in advance to handle the registration card and baggage check-in procedures, and just show your ID card when changing your boarding pass.
