1. In principle, fixed or interval speed measurement is the main method of speed measurement and evidence collection, and mobile speed measurement and evidence collection equipment is not suitable. 3. Within the same road section under the jurisdiction of the same traffic police brigade, the distance between speed measuring points in the same direction should be more than 6 kilometers; If the road crosses different brigade jurisdictions, the distance between adjacent speed measuring devices shall not be less than 6 kilometers, and communication and coordination shall be done between adjacent traffic police brigades. The interval between the starting and ending points of interval speed measurement shall be no less than 3km for ordinary highways and no less than 10km for expressways. It is not suitable to collect evidence by single-point speed measurement between the starting point and the end point of interval speed measurement. If it is really necessary to obtain single-point speed measurement and evidence collection, it shall be reported to the superior public security traffic management department for approval before setting up.

5. Adhere to the principle of "paying equal attention to education and punishment" for speeding violations, implement education warning and punishment for minor violations, and strictly enforce fines and scoring penalties for serious violations.

6. If the illegal speeding behavior is less than 10%, a warning will be given, and no points will be deducted or scored;

7. If the speed limit is below 60 km/h and below 50% on the expressway, it will be given a warning, and no points will be deducted or scored;

8. If the speed of a general highway section is below 100km/h, or the speed of a bridge, tunnel or construction section is below 80 km/h, no penalty will be imposed;

9. The same vehicle is driving in the same direction on the same road, and the speeding violation is in a continuous state. The same traffic police brigade only punishes the most serious speeding violations.

10. Within 10 days from the date when the traffic technology monitoring equipment collects the records of illegal acts, the traffic administrative department of the public security organ where the illegal acts occurred shall review the records and, after verification, enter them into the road traffic violation information management system as evidence of illegal acts. Within 3 days after the illegal information of speeding traffic is entered, the inquiry will be provided to the society through Internet inquiry platform, inquiry telephone and SMS customized service.
