Article 5 The operating department (room) of a hospital shall have places, facilities, instruments and equipment, medicines, surgical instruments, related medical supplies and technical force suitable for the grade, functions and tasks of the hospital to ensure the safety, timeliness and effectiveness of the operation.

Article 6 The operating department (room) should be located in an area convenient for picking up and dropping off surgical patients in the hospital, and should be close to departments such as intensive medicine department, clinical operating department, pathology department, blood transfusion department (blood bank) and disinfection supply center. And the surrounding environment is quiet and clean.

Hospitals should set up green channels for emergency surgery patients.

Article 7 The architectural layout of the operating department (room) shall follow the principle of preventing and controlling hospital infection, with reasonable layout, clear zoning and clear identification, and conform to the basic principles of rational flow of functions and separation of clean areas from polluted areas.

The operating department (room) should be equipped with access channels for staff and patients, so that logistics can be separated from cleaning and pollution, and the flow direction is reasonable.

Article 8 The number of operating rooms shall be set according to the number of beds and the amount of operations in the operating department of the hospital, so as to meet the needs of daily operations in the hospital.

Article 9 The operating room shall be equipped with routine drugs, and the basic facilities, instruments, equipment, instruments and other items shall be fully equipped, with good functions and in a standby state.

The internal facilities, temperature control and humidity control requirements of the operating room should meet the basic requirements of environmental sanitation management and hospital infection control.

Tenth operating department (room) should be equipped with a sufficient number of operating room nurses according to the amount of surgery, and the personnel echelon structure is reasonable.

The head nurse in the operating room (room) of a tertiary hospital shall have the qualifications of a competent nurse and above professional and technical positions, 5 years or above working experience in the operating room, and have certain management ability. The head nurse in the operating room (room) of a secondary hospital shall have the qualifications of a nurse or above, 3 years or above working experience in the operating room, and have certain management ability.

Nurses in the operating room should receive on-the-job training and receive regular retraining in nursing knowledge and technology in the operating room.

According to the needs of the work, the operating room should be equipped with an appropriate number of auxiliary personnel and equipment technicians.

Article 11 The building layout, basic equipment, purification standards and room classification of the clean operating department shall conform to the standards of Technical Specification for Building of Hospital Clean Operating Department (GB50333—2002), and the auxiliary rooms shall be divided into clean and unclean auxiliary rooms according to regulations and set in different areas of clean and unclean operating departments.
