According to the company's safety production situation and the objective reality of strong coal demand and increased safety risks at the end of the year and the beginning of the year, we have organically integrated the centralized safety rectification work with ensuring safety production during this winter and next spring, "two festivals" and "two sessions". Through the two-level team (enlarged) meeting and Friday's video conference on safety production, the spirit of the national and provincial video conference on safety production and the national video conference on safety production in coal mines, as well as the notice spirit of the State Administration of Coal Mine Safety on carrying out centralized rectification of coal mine safety and the work plan of centralized rectification of coal mine safety of * * Group, we earnestly understand and implement the instructions and instructions of leaders at all levels on centralized rectification of safety. Focusing on the key points of safety work, we should carefully analyze the five major risks we are facing at the present stage, namely, the risks brought about by the busy business and government work at the end of the year, the risks brought about by lax thinking, the risks brought about by the failure to implement the responsibility for safety production, the risks brought about by the inadequate control of key disasters such as gas, and the risks brought about by the weak safety infrastructure, so as to effectively enhance the sense of responsibility, mission and urgency of safety production. Two, actively implement the deployment of centralized safety rectification work.

The first is to make a work plan. Conscientiously implement the Notice of the State Administration of Coal Mine Safety on Carrying out Centralized Remediation of Coal Mine Safety, the Notice on Four Actions for Consolidating and Deepening Safety Production and the Work Plan for Centralized Remediation of Coal Mine Safety of * * Group, and quickly study and formulate the Work Plan for Centralized Remediation of Coal Mine Safety of * * Company, with the chairman and secretary of the Party Committee as the team leader, other leaders above the vice president of the company as the deputy team leader, and the heads of relevant business departments as members. Five work stages were planned as required, 25 key rectification contents at two levels were refined in combination with the actual situation, five work measures were defined, and nine supervision teams were set up, so as to make the contents, objectives, tasks, responsibilities and time limit "five clear", ensure that the ideological understanding is highly consistent with the superiors, and the action measures are targeted and effective. Strict requirements for each mine, the establishment of the corresponding organization, formulate practical implementation plans, clear responsibilities, detailed measures, and pay close attention to implementation.

The second is to carry out daily supervision and inspection. Each unit shall carry out self-inspection and self-correction at least 1 time every month, and prepare self-inspection and self-correction reports. The Office of the Leading Group for Special Remediation Work of the Company (Safety Supervision Bureau) and nine supervision teams quickly implemented the work deployment, and conducted continuous and random supervision and inspection in the form of "group" supervision and centralized inspection, focusing on the scheme formulation, work implementation, self-examination and self-correction of each mine, focusing on key mines, key working faces and key problems, supervising the implementation of risk prevention and control and hidden danger closure, and resolutely stopping production and rectification of working faces with inadequate prevention of major safety risks and hidden danger closure. By the end of February, * * * had dispatched a total of 192 inspectors to check the hidden dangers of rectification 1 18, with 3,390 problems, and the rectification rate was 100%. The third is to implement safety production measures in special sensitive periods. According to the overall work arrangement of * * Group and the company plan, we will focus on strengthening the safety management of the "two sessions", the suspension of work during the Spring Festival and the maintenance and construction of the whole province. Implement classified safety guarantee, set up 12 safety production guarantee group on the basis of nine safety centralized rectification supervision groups, and go deep into seven mines and all ground units to realize all-round, whole-process and full-coverage safety supervision and inspection. We will comprehensively strengthen the management and control of maintenance projects, formulate the Measures for Shutdown during the Spring Festival, highlight the standardization of shutdown management and acceptance procedures, strengthen the management and control of electromechanical maintenance projects, and achieve the "four implementations" of maintenance project plans, materials, technical measures and safety supervision to ensure the safety and reliability of the maintenance process. At the same time, safety management in fire protection, dangerous chemicals, initiating explosive devices, transportation and other fields should be highlighted. Strengthen the supervision of emergency duty and work style, and increase the inspection and accountability of issues such as off-duty on duty, lack of posts and lax discipline in special periods. Those responsible for persisting in the leadership responsibility system, habitual violation of regulations and major attempted accidents shall be handed over to the safety accident responsibility court, and the punishment of "re-education and training in safety production" shall be seriously implemented.

Third, the main problems

After careful investigation and rectification in the first two stages, a good safety production order was maintained, and the safety and stability in a particularly sensitive period were ensured. The centralized rectification of safety achieved initial results. However, in the process of centralized rectification, some problems have also been found, mainly in the following aspects. 1. In terms of rockburst, at present, * * * Company has four rockburst working faces, namely * * No.2 Mine Comprehensive Team and No.29-1Building in North Area 3, * * Coal Mine Reserve Team and No.1 Mine Comprehensive Team. * * * The problem is that the pertinence of rock burst prevention measures needs to be further improved, and the ability of monitoring data analysis and processing needs to be further enhanced. Second, gas control. On the one hand, due to the tight production connection, individual coal mining connection faces are eager to be installed after the intersection, which leads to tight gas control time limit, insufficient drainage time, low total drainage amount and insufficient original gas release in coal seam, which easily leads to the gas in the upper corner of coal mining faces being in a critical state or even exceeding the limit, which seriously threatens safety production. On the other hand, the popularization and application of new technologies, new processes and new equipment for gas control are not active and rapid, which affects the benefits of gas control projects. Third, in terms of fire prevention and extinguishing, the measures are single and the on-site implementation is not in place. At present, it is difficult to prevent fire in caving mining and gob-side entry retaining mining, and there is danger of carbon monoxide gas and spontaneous combustion of coal seam. Fourth, in terms of electromechanical transportation, there are many underground distribution points, which is difficult to manage. There are 1 12 underground distribution points (including 28 temporary distribution points) in seven mines of the company. By optimizing the power supply network and reducing power supply links, 20 temporary distribution points have been cancelled, and 92 points still need to be rectified in time.

Fourth, the next step of work arrangements

In view of the current epidemic situation and the main problems existing in the company's safety production work, the next step is to take the following six measures: First, strengthen the management of epidemic prevention and control. In strict accordance with the requirements of epidemic prevention and control work of the provincial party committee and government, the municipal party committee and municipal government, actively do a good job in information confirmation and temperature monitoring of those who have resumed work, eliminate possible sources of infection, and resume normal production in a scientific and orderly manner, which not only provides protection for epidemic prevention and control, but also effectively maintains normal and safe production order. The second is to strengthen the management of rockburst. Give prominence to technical support, give play to the role of "Trinity Technology Research Studio", increase the frequency and intensity of on-site investigation and research, strengthen the work of mine pressure observation and data collection and analysis, understand the law of mine pressure appearance, master first-hand data, concentrate on studying and formulating practical technical measures, and guide on-site construction. The third is to strengthen gas control. The first step to improve the construction progress of gas control project through "three steps" is to strengthen the organization and management of tunneling production, improve individual progress, meet in advance, and provide sufficient time for gas control;

The second step is to actively promote the gas control scheme in the tunneling process, and carry out drilling and pre-pumping work in time during the tunneling process to achieve "three in place", that is, tunneling, drilling construction and pipeline pre-pumping;

The third step is to increase the number of gas control personnel, improve the quality of personnel and improve work efficiency. Fourth, actively promote new technologies, new processes and new equipment for gas control. In 2020, the high-power directional drilling rig will be included in the safety cost plan;

Actively carry out the directional construction of long drilling holes in this coal seam and the "roadway drilling" project, formulate the planning and design of * * mine and * * mine in detail, and actively supervise the implementation;

Popularize the technology of high-pressure water pre-splitting coal body, increase the permeability of coal seam and improve the drainage effect. Fifth, strengthen fire prevention management. According to the actual situation of each mine site, formulate targeted fire prevention measures to guide team construction;

Strengthen comprehensive fire prevention and control management to ensure that concrete measures such as grouting, nitrogen injection and inhibitor spraying are put in place;

Strengthen monitoring management, install temperature measurement and tube monitoring system in goaf, and make early prediction, early detection and early measures. Sixth, strengthen the management of electric power transportation. At present, 92 distribution points that need to be adjusted and optimized are managed in batches. Among them, 84 mobile substations, dry-type transformers and distribution points serving the mining face were gradually optimized and reformed by updating intelligent high and low voltage switches and replacing intelligent digital mobile substations. At present, the upgrading of 10 has been completed, and the remaining 33 units are expected to be completed before the end of March 2020. The remaining eight temporary distribution points will be merged and adjusted, which is expected to be completed before the end of February 2020. In the process of transformation and merger, we will strictly formulate targeted special control measures, arrange special personnel to inspect and maintain the electrical equipment at each distribution point, and carry out various protection tests to ensure the safety and reliability of the power supply system.
