Chapter I General Principles

Article 4 The short message platform has the general functions of sending and receiving short messages, and its main functions include:

(1) Tax reminder service: reminder information sent to relevant taxpayers before the end of the reporting period.

(2) Tax reminder service: reminder information sent to undeclared taxpayers who should declare after the end of the declaration period.

(3) Tax payment reminder service: reminder information sent to taxpayers who have not paid taxes within two days after the prescribed payment period ends.

(4) Deduction failure notice: notify the relevant taxpayers that the deduction failed.

(5) Special information release: tax policy, meeting notice and other information. Issue relevant notice information to relevant taxpayers or send it to tax authorities.

Chapter II Management System and Division of Responsibilities

Article 5 The Tax Service Center of the Municipal Bureau is the management department of the SMS platform of Qingdao Local Taxation Bureau, and its specific responsibilities include:

Chapter III Operation and Maintenance of SMS Platform

Article 9 The SMS platform shall be subject to unified management and hierarchical maintenance, that is, unified management by the Municipal Bureau and hierarchical maintenance by the grass-roots bureaus. Each grass-roots bureau shall determine the management department and administrator of the SMS platform of the unit, formulate the management measures of the SMS platform of the unit according to these measures, and designate a person to be responsible for supervising and managing the use of the SMS platform of the unit.

Article 11 The basic process of sending information through SMS platform can be divided into two categories:

The latest tax laws and regulations, the latest tax announcements, notices and other weekly knowledge information, holiday greetings, meeting notices and other information that needs to be sent shall be compiled and sent separately according to the responsibilities and authorities of the Municipal Bureau and the grass-roots bureau.

Twelfth grass-roots branches should actively use the function of SMS platform to open SMS platform services for taxpayers within their jurisdiction in a timely manner.

For newly registered taxpayers, the tax service hall of each grass-roots bureau is responsible for opening the SMS platform service, and the window staff should complete the mobile phone number entry within 1 working day after the taxpayer handles the tax registration.

Taxpayers who have gone through the tax registration but have not yet opened the SMS platform service shall be opened by the administrators of the grass-roots bureaus, and this work shall be completed within 1 quarter from the date when these Measures are issued.

For taxpayers who handle the change or cancellation of tax registration, the tax service hall of each grass-roots bureau is responsible for the change or cancellation of SMS platform service, and the window staff should complete the change or cancellation of mobile phone number within the day when the taxpayer handles the change or cancellation of tax registration certificate.

Thirteenth taxpayers who declare remotely can open and change the SMS platform service by themselves, as follows: log on to Qingdao local tax website (www qdds net), click "SMS platform" and enter the mobile phone number; Or log on to Qingdao local tax website, click "User Information" under "DECQDS Network" and enter the modified mobile phone number.

Article 14 Grass-roots branches shall strengthen the examination and confidentiality of the taxpayer's mobile phone number on the SMS platform within their jurisdiction, improve the accuracy and authenticity of the mobile phone number input, and prohibit tax cadres from providing the taxpayer's mobile phone number to people outside the tax authorities.

All grass-roots bureaus should track and monitor the short message service received by taxpayers, and administrators should change the mobile phone number of the short message service received by taxpayers in time.

Fifteenth in addition to the information sent automatically by the system, other information sent manually should be sent during working hours in principle, and may not be sent at other times. In case of emergency information, it can be sent in real time according to the actual situation, and the interactive short messages initiated by taxpayers (informants, consultants and complainants) will be automatically replied by the system.

Article 16 The expenses incurred by sending information through SMS platform shall be paid by the Municipal Bureau on a monthly basis, and the expenses incurred by taxpayers sending information to SMS platform shall be paid by taxpayers themselves according to the general information charging standard of communication companies. Grass-roots bureaus and tax officials are not allowed to charge taxpayers any SMS fees privately.

Chapter IV Information Security of SMS Platform

Article 17 All grass-roots bureaus should consciously safeguard and guarantee the normal and safe operation of the SMS platform, establish an internal information security responsibility system and an information release approval system, strictly abide by the relevant provisions of the national communication SMS management, and check the edited SMS content to ensure that the information content is healthy and legal.

Eighteenth SMS platform managers and operators are strictly prohibited from using the system to produce, copy, publish and disseminate information containing the following contents:

(a) Violating the basic principles stipulated in the Constitution;

(two) endangering national security, revealing state secrets, subverting state power and undermining national unity;

(3) damaging the honor and interests of the state;

(4) Inciting national hatred and discrimination and undermining national unity;

(5) sabotaging the national ethnic and religious policies and propagating cults and feudal superstitions;

(six) spreading rumors, disrupting social order and undermining social stability;

(7) spreading obscenity, pornography, gambling, violence, murder, terror or abetting a crime;

(8) Insulting or slandering others and infringing upon their legitimate rights and interests;

(9) Other contents prohibited by laws and administrative regulations;

(10) Contents unrelated to tax work.

Nineteenth units and individuals in violation of these measures, the Municipal Urban Management Bureau has the right to stop their use of SMS platform, and severely dealt with in accordance with the relevant provisions.
