What level is the blue warning?

Blue is the lowest level warning, and red is the highest level warning. China Meteorological Bureau announced the trial measures for the release of early warning signals for sudden meteorological disasters. The "Measures" stipulate that whenever sudden disastrous weather such as typhoon, rainstorm and high temperature comes, the public can see new warning signals from TV, radio, internet, mobile phone short messages and electronic display boards located in prominent positions in cities.
