In accordance with the requirements of the Municipal Prevention and Control Office's "Notice on Further Clarifying Matters Related to Health Management Measures for Persons Coming to and Returning to Shanghai", an implementation plan for the whitelist system for commuters across provinces and cities in our district has been formulated:

1 , Definition and scope of whitelist personnel

1. Daily commuters who work in this area and live in Jiangsu, Zhejiang and other provinces and cities, including agencies, enterprises and institutions, shopping malls, supermarkets, Workers in commercial places such as wet markets.

2. Daily commuters who live and work in Jiangsu, Zhejiang and other provinces and cities in this area.

3. Commuters working in catering services, bathing, beauty salons, indoor fitness, singing and dancing entertainment, entertainment halls, Internet cafes, secret room script games, chess and card rooms and other places are not included in the white list.

2. Reporting and review of whitelist personnel

1. Individual application. People who work in this area submit a commuting application to their unit; people who live in this area apply to their neighborhood committee for commuting, and the applicant submits relevant materials and registers information.

2. Unit verification. The unit or neighborhood committee shall strictly verify the application materials and personal information, and submit the verified and summarized list and materials to the street prevention and control office for review.

3. Review by the street prevention and control office. The Street Prevention and Control Office will strictly review the lists of personnel and materials submitted by units or neighborhood committees, standardize the reporting format, and submit the reviewed and summarized lists to the District Prevention and Control Office before 16:00 every day.

4. Summarize and submit to the district prevention and control office. The district prevention and control office summarizes the whitelist submitted by the street prevention and control office, and sends a copy of the whitelist to the competent departments of various industries for implementation and strengthening management. The district big data center will report the whitelist to the municipal big data center.

3. Whitelist Personnel Management

1. Personnel included in the commuting whitelist must maintain a 48-hour negative nucleic acid test certificate. If found to be unable to do so once every two days, For testing, the street prevention and control office will give a reminder that if it is found that two consecutive nucleic acid tests are not carried out as required, the person will be removed from the white list. During their stay in Shanghai, they must strictly abide by the city's epidemic prevention regulations. Employees in key industries and other industries must strictly implement nucleic acid testing at the corresponding frequency in accordance with the requirements of the industry authorities. Those who fail to implement prevention and control measures in accordance with regulations, leading to the spread of the epidemic, will be held accountable for legal liability.

2. The display interfaces such as "Sui Shen Code" and "Place Code" of whitelisted personnel do not display the mark prompt of "Being in Shanghai and returning to Shanghai within 5 days."

3. People coming to Shanghai and returning to Shanghai who are not included in the whitelist on that day will be included in the management of "landing inspection" yellow codes and reminder information for people coming and returning to Shanghai in accordance with relevant rules starting from the evening of that day.

IV. Job Responsibilities and Requirements

1. Implement street territorial management responsibilities. All street prevention and control offices strictly follow Shanghai Pneumonia Prevention and Control Office No. 2022_1208, effectively implement local management responsibilities, further refine the implementation of whitelist measures, improve the timely reporting mechanism of whitelists, and strengthen dynamic management and review of whitelists.

2. Implement departmental supervision responsibilities. Competent departments in various industries should provide guidance on the application of whitelists for relevant enterprises, units and places, strengthen the management of commuters, and strictly implement various epidemic prevention measures. Strengthen publicity and guidance, strengthen supervision and inspection, and guide commuters to comply with and implement health management measures.

3. Effectively strengthen work linkage. Relevant district departments and streets have strengthened work coordination. The district health committee should guide local streets to rationally set up regular nucleic acid sampling points to meet testing needs. The district big data center should strengthen the work docking with the municipal big data center and complete the submission of the whitelist personnel information of the day before 18:00 every day.

The above measures are dynamically adjusted according to the epidemic situation and prevention and control requirements.
