As an important part of Xinjiang's national economy, animal husbandry has played an important role in economic development, social stability and national unity. Animal husbandry has always been a traditional and advantageous industry in Xinjiang's national economy. In recent years, under the correct leadership of the Party Committee and the People's Government of the Autonomous Region, we have adhered to the guidance of Scientific Outlook on Development, actively implemented a series of major decision-making arrangements of the central and autonomous regions on the work concerning agriculture, rural areas and farmers, vigorously transformed and upgraded the traditional animal husbandry and pioneered and innovated the modern animal husbandry around the core of increasing the income of farmers and herdsmen, and effectively solved a number of outstanding problems that affected and restricted the development of animal husbandry. The development of animal husbandry in the whole region showed a good development trend, which was fully affirmed by the Party Committee and the People's Government of the Autonomous Region. At the same time, we should also be soberly aware that Xinjiang, as the second largest pastoral area in China, still has a certain gap compared with other provinces and regions in China, which is extremely disproportionate to the development level of our resource endowment, and has not really established our position as a large animal husbandry area. In particular, the contradiction between the increase in the number of animal husbandry and the deterioration of the ecological environment is very prominent, with extensive production and simple structure. The traditional production mode of living by grass and nomadic in four seasons has not been fundamentally changed, and the income level of herders is low. To achieve the goal of accelerating development and scientific development, we must further emancipate our minds, renew our concepts, blaze new trails, constantly break through the traditional mindset, scientifically grasp the development laws of modern and traditional animal husbandry in Xinjiang, grasp the fundamental problems and weak links in the development of animal husbandry, put forward new development ideas, clarify new development goals and formulate new concrete measures.

At present, modern animal husbandry in our region is entering a new development period. From the policy environment, the CPC Central Committee, the State Council, the Party Committee and the people's government of the autonomous region attach great importance to the development of animal husbandry, and their support is increasing. Document No.32 of the State Council clearly stated that Xinjiang should be built into a national production base of high-quality livestock products, and support for Xinjiang's animal husbandry will be strengthened from six aspects: infrastructure construction, grassland ecological environment protection, improved seed breeding system construction, germplasm resources protection, animal epidemic prevention network construction and forage base construction. At the same time, the State Council has successively issued Opinions on Promoting the Sustainable and Healthy Development of Animal Husbandry (Guo Fa [27] No.4), Opinions on Promoting the Development of Pig Production and Stabilizing Market Supply (Guo Fa [27] No.22) and Opinions on Promoting the Sustainable and Healthy Development of Dairy Industry (Guo Fa [27] No.31), and the People's Government of the Autonomous Region has issued the Opinions on Promoting the Sustainable and Healthy Development of Dairy Industry. Within one year, the Central Committee, the State Council, the Party Committee and the People's Government of the Autonomous Region have issued a number of documents, and the development of animal husbandry is unprecedented in strength and scope. In July this year, the Party Committee and the People's Government of the Autonomous Region held the third work conference on animal husbandry in the autonomous region, and issued the Opinions of the Party Committee and the People's Government of the Autonomous Region on Accelerating the Development of Modern Animal Husbandry, which made major strategic arrangements for the development of animal husbandry in the whole region from a global and strategic perspective and clearly put forward the major strategy and overall goal of accelerating the development of modern animal husbandry in our region in the new period.

from the market demand, the development of animal husbandry in our region has ushered in a rare development opportunity. The production and marketing of livestock products are booming, and the farming benefits of farmers and herdsmen have been greatly improved. At present, the wholesale price of mutton in the region is 25-35 yuan/kg, up 46% over the same period last year. The average price of beef is 2-25 yuan/kg, which is 2% higher than the same period last year. The average price of pork reached 25 yuan/kg, which was more than 4% higher than the same period last year. The average price of suit chicken was 11.64 yuan/kg, and the average price of fresh eggs was 6.11 yuan/kg, up 26.36% and 34.6% year-on-year. The average purchase price of fine wool is 2 yuan/kg, and the price of most producing areas is 3-4 yuan/kg higher than that of the same period last year. The reasons for the price increase of main livestock products in the region are: First, it is influenced by the domestic big market. In addition to the decline in production in some areas, the main reason is that the growth rate of production is difficult to meet the demand of residents' consumption growth. Judging from the current situation, China is a country with a population of 1.3 billion. From the beginning of reform and opening up to now, the population transferred from rural areas to cities has reached 268 million, and it is still increasing. At the same time, there are 21 million rural migrant workers who work in cities seasonally every year. These two structural changes have formed a huge urban consumer group, which makes it difficult to completely reverse the tight supply of livestock products in a short time. According to the analysis, the price of meat and livestock products in this round is a structural recovery increase, which will remain at a high level for a long time. The price of pork in our region continued to rise, driven by the general increase of pork prices in the whole country, which boosted the price of beef, mutton and poultry in the region. Second, the number of livestock products exported from Xinjiang has increased rapidly. In 27, more than 14, live animals were transferred to the mainland, with 31, tons of meat, 25, tons of milk powder, 679 tons of casein and more than 2 million pieces of leather, and the sales income reached 2.264 billion yuan. 14,3 tons of meat were re-exported or exported to Central and Western Asian countries, and 1,7 tons of eggs, 1,159 tons of casein and 2,14 barrels of casings were exported. Due to the vast market of livestock products and rising prices, all walks of life have invested in animal husbandry construction projects, and the enthusiasm of farmers and herdsmen in the whole region to develop animal husbandry has never been higher, and a new round of animal husbandry development boom is booming.

from the perspective of resources and environment, after continuous accumulation in recent years, the material foundation for further accelerating the development of modern animal husbandry in our region has been relatively solid. First, forage resources are abundant. Since the "Eleventh Five-Year Plan", the output of feed corn in the whole region has been basically stable at 3.8 million tons, and the output of forage such as crop straw has been 13 million tons, which has better guaranteed the demand for forage for livestock and poultry breeding; Second, the foundation of livestock and poultry germplasm is good. The level and quality of improved varieties of pigs and poultry in our region are among the highest in the country. During the Eleventh Five-Year Plan period, dairy farming enterprises in the region and Xinjiang Production and Construction Corps introduced nearly 4, high-yield Holstein cows from the United States, Canada and New Zealand, which significantly improved the quality of dairy cows in the region. Xinjiang is one of the five largest pastoral areas in China, and the wide distribution and variety of local fine varieties are favorable conditions for developing characteristic animal husbandry. Third, the natural and human environment is superior. The vast pastoral areas in our region are rare green livestock production bases in China, and the vast number of farmers and herdsmen have long had traditional experience in developing animal husbandry. Fourth, the technical level is relatively high. Standardized scale farming techniques represented by dairy cows, pigs and poultry have been widely promoted in the northern slope of Tianshan Mountain and Yili River Valley. Fifth, the development space is very broad. In recent years, domestic large-scale well-known livestock products processing enterprises have built raw material production bases in the region, which have built a platform for Xinjiang livestock products to enter the market outside Xinjiang. Our region has the geographical advantage of opening to the west, and the demand for animal products in eight neighboring countries is huge, so the prospect of developing export-oriented animal husbandry is broad. In view of the above-mentioned favorable factors, we should further emancipate our minds, change the traditional mindset, and put the development of animal husbandry in Xinjiang in the overall situation of international and domestic to think, examine and position. I often say that cadres in the animal husbandry system must look at animal husbandry from a height, establish a world perspective, and use strategic thinking to study animal husbandry. Through the study and practice of Scientific Outlook on Development, we will constantly improve our ability to co-ordinate the domestic and international markets, constantly improve our ability to grasp development opportunities and respond to risk challenges, guide the broad masses of cadres and people to further break down ideological barriers with broader ideas and more powerful measures, earnestly enhance their sense of urgency, responsibility and mission in accelerating development, and strive to embark on a harmonious development path that will make grasslands green, strengthen animal husbandry and make farmers and herdsmen rich.
