What are the materials for application for commencement of construction?

6. Construction progress plan

7. Terrain retest Reports, measurement and setting out data

Approval of the construction permit by the competent government department is one of the important conditions for starting construction.

Irregular behaviors in reporting for construction start-up:

(1) The owner started construction in violation of regulations.

The owner is motivated by economic interests and pursues the progress of the project, or for other reasons, hastily decides on construction before the construction permit is obtained. The construction unit and supervisors also considered their own interests or had no choice but to prevent the owners from violating regulations. Although some resisted, they failed to stop it, and some even acquiesced to start construction.

(2) The supervision procedure is chaotic.

Because the supervisors are afraid of taking responsibility, they deliberately postpone or delay the normal supervision work, and fail to witness and sign in time for the review and inspection of materials and processes during the construction phase, resulting in distortion of supervision data and loss of control of construction quality.
