According to the provisions of Article 24 of the Measures for the Administration of Tobacco Monopoly License, if the applicant's application meets the statutory requirements after examination, the tobacco monopoly administrative department shall make a written decision on the license within 20 days from the date of accepting the application. If a decision cannot be made within twenty days, it may be extended for ten days with the approval of the person in charge of the unit, and the applicant shall be informed of the reasons for the extension. However, if laws and regulations provide otherwise, such provisions shall prevail.

According to the above provisions, as long as the materials submitted by the applicant meet the conditions for handling tobacco monopoly retail licenses (individuals), the issuing authority will make a decision within 20 working days.
