In recent years, Lanzhou has actively promoted the deep integration of the new generation of information technology and various fields of urban development, and constantly accelerated the construction of new smart cities.

According to the person in charge of Lanzhou Big Data Bureau, "Top Design of New Smart City in Lanzhou (2020-2022)" mainly includes six chapters, including the development status and basic situation of new smart city, overall requirements, architecture design, main tasks, implementation paths and safeguard measures. Focusing on promoting the deep integration of next-generation information technologies such as 5G, big data, artificial intelligence and blockchain with economic and social fields, focusing on optimizing the allocation of data elements, strengthening three major innovations in concepts, systems and models, implementing the two-wheel drive strategy of "one cloud in Lanzhou" and "one smart brain in the city", and continuously improving the supporting capacity of digital infrastructure, scientific decision-making ability of urban operation, integration and innovation ability of smart applications, comprehensive service ability of enterprises and network.

The action plan takes 38 key projects as the starting point, including intellectual "tamping" basic actions, intellectual "education" center actions, intellectual "benefiting people's livelihood" actions, intellectual "managing" cities, intellectual "creating" industries, intellectual "linking" regions, intellectual "breaking" barriers and intellectual "building" actions. The Data Information Industry Action Plan focuses on the planning and layout of Lanzhou's data information industry development, and builds a data information industry system with solid foundation, industrial progress, prosperous application and orderly market through six major actions, namely, upgrading the new generation infrastructure, strengthening the data information industry chain, upgrading the energy level of the data information industry, transforming and upgrading the digital industry, innovating and expanding the data information application, and innovating the data element market service.
