Notice on the implementation of traffic control during the epidemic prevention and control in Xinyang County

In order to do a good job in the prevention and control of epidemic situation in COVID-19, prevent the epidemic situation from being imported, cut off the transmission route, and ensure the life safety and physical health of the people in the county, according to the requirements of Xinyang epidemic prevention and control headquarters and the actual situation of Xinxian County, traffic control will be implemented at the inter-provincial and inter-county monitoring points in the county from now on, and control measures will be implemented for the entry personnel according to the requirements of epidemic prevention and control. The relevant matters are hereby notified as follows:

First, strictly control the new vehicles and drivers returning from overseas and domestic high-risk areas. Overseas returnees should report to local village committees and units in advance. Those who return to the county after the expiration of centralized isolation medical observation must carry a negative report of nucleic acid detection within 48 hours. When you arrive at a new place, the returning jurisdiction is responsible for taking it back by car, implementing control measures and "four responsibilities" to achieve closed-loop management. Vehicles and drivers returning from high-risk areas in China should report to their village committees and units in advance and hold negative reports of nucleic acid testing within 48 hours. After the new car arrives, it will be taken back by the returning jurisdiction, and the corresponding control measures and "four-party responsibility system" will be implemented to realize closed-loop management. After August 9th, if new arrivals and returnees need centralized isolation, all expenses shall be borne by themselves, including room and board, 300 yuan/person/day.

Two, new vehicles and passengers from low-risk areas, need to check the "one card and one yard", body temperature registration before entering.

The third is whether there are obstacles to epidemic prevention and control, such as evading customs clearance and forcibly punching cards. The relevant personnel will be dealt with seriously according to the law and regulations.

Four, the jurisdiction of the government in accepting the new report in advance, must clearly inform them of the above control measures.

Five, this notice shall be implemented as of the date of promulgation, and the time for lifting traffic control will be notified separately.
