According to the Notice on Standardizing the Bookkeeping Interest Rate of Personal Accounts of Urban and Rural Residents' Basic Endowment Insurance (Ministry of Human Resources and Social Security [2021] No.60), it is determined that the Bookkeeping Interest Rate of Personal Accounts of Urban and Rural Residents' Basic Endowment Insurance in our province will be 3.8 1% in 2022.

The interest rate of individual accounts of basic old-age insurance for urban and rural residents is related to the treatment of old-age insurance and the vital interests of the insured. All localities should attach great importance to personal account records. At the same time, active participants should join the insurance early, pay more, renew their insurance every year, increase the accumulation of personal accounts, enhance the incentive and restraint role of insurance payment, and promote the preservation and appreciation of the fund.

Transfer condition

1. Acceptance conditions for inter-provincial transfer: Persons who have participated in the basic old-age insurance for urban and rural residents move to Qinghai Province because of their household registration, and apply to transfer the old-age insurance relationship to their current household registration.

2. Acceptance conditions for transferring to the province: Persons who have participated in the basic old-age insurance for urban and rural residents in Qinghai Province apply for transferring the old-age insurance relationship to their current household registration due to changes in their household registration in the province.

Transfer-out condition

1. Acceptance conditions for inter-provincial transfer: Persons who have participated in the basic old-age insurance for urban and rural residents move out of other provinces because of their household registration, and apply to transfer the old-age insurance relationship to their current household registration.

2. Acceptance conditions for transferring out of the province: Persons who have participated in the basic old-age insurance for urban and rural residents in Qinghai Province apply to transfer the old-age insurance relationship to their current household registration due to changes in their household registration in the province.
