I. Application for reducing deposit ratio, deferred payment and voluntary deposit.

1. Application conditions

Enterprises affected by COVID-19 epidemic can apply to Huzhou Housing Provident Fund Management Center (hereinafter referred to as "the Center") for reducing the proportion of housing provident fund deposit and delaying the payment of housing provident fund after full consultation with employees, discussion and adoption by the workers' congress or trade unions and submission of resolutions.

Enterprises seriously affected by the epidemic situation, if it is really difficult to pay the housing provident fund, must apply to the center for voluntary deposit (independently determine the proportion of deposit or stop payment) of the housing provident fund on the premise of full consultation with employees, through discussion and adoption by the workers' congress or trade union, and submit a resolution.

2. Applicant

Housing provident fund deposit enterprises that meet the application conditions within Huzhou City.

3. Application materials

(1) Apply for reducing the deposit ratio of housing provident fund and delaying payment, and fill out the Application Form for Reducing the Deposit Ratio of Housing Provident Fund and Delaying Payment in Zhejiang Province; Apply for voluntary deposits and issue an application report;

(2) Provide the resolutions of the workers' congress or the trade union of the enterprise, explaining the difficulties existing in the enterprise and the recognition of the workers.

4. Application process

(1) Online application: If applying for reducing the deposit ratio or postponing the payment of housing provident fund, enterprises can log in to the download center of Huzhou Housing Provident Fund Management Center website (/) and download the Application Form for Reducing the Deposit Ratio and Delaying the Payment of Housing Provident Fund in Zhejiang Province. Log in to the web version of "Zhejiang Government Service Network" () and pass the "E-Pass" digital certificate verification before applying.

If an enterprise needs to reduce the deposit ratio, defer or voluntarily deposit the housing provident fund, it can send the application materials to :hzgjj@huzhou.gov.cn, the government mailbox of Huzhou Housing Provident Fund Management Center. After receiving the materials, the center will complete the examination and approval within 3 working days and notify the enterprise of the examination and approval results by SMS.

5. Time of application

Enterprises that meet the application conditions shall submit their applications before June 30, 2020.

6. Other matters

(1) If an enterprise applies for reducing the deposit ratio, deferring payment or voluntary deposit, it shall co-ordinate the implementation to ensure that every employee enjoys the right to know about his legitimate rights and interests; When organizing a workers' congress or a trade union meeting, it shall ensure that the procedures are legal and the resolutions are effective, and accept the supervision of all the workers.

(2) If an enterprise applies for reducing the deposit ratio, deferment or voluntary deposit, the period from the date of approval to June 30, 2020 will not affect the normal withdrawal and application of housing provident fund loans by employees.

(3) After the deferred payment and voluntary deposit expire, the center will automatically restore the normal deposit of the enterprise; After the expiration of the holdover period, the enterprise shall pay back in time according to the regulations.

(4) During the period of reducing the deposit ratio, deferred payment and voluntary deposit, when the economic benefits of the enterprise improve, you can submit a written explanation to the center to resume normal deposit in advance.

Two, on the phased increase of the lease withdrawal limit standard.

Before June 30, 2020, employees with heavy rent payment pressure can be withdrawn according to the amount paid by employees in the current month. The maximum withdrawal amount per person in urban areas (including Wuxing District) shall not exceed 1 1,000 yuan/month, and the maximum withdrawal amount in other counties shall not exceed 800 yuan/month.

Third, the provident fund loan will not be overdue.

If the housing provident fund loan cannot be returned normally from February/KLOC-0 to June 30, 2020, the center will conduct telephone verification or door-to-door verification. If it is really affected by the COVID-19 epidemic, it will not be overdue and will not be submitted to the credit reporting department as an overdue record.
