Chapter 2 Fire Prevention Management Article 5 New construction, expansion, and reconstruction projects must be designed and constructed in accordance with the national "Code for Fire Protection Design of Buildings" and relevant regulations. Article 6 Where gas and heating (excluding earth heating) facilities are installed in residential buildings and the gas supply is normal, coal and wood half-sheds are not allowed to be erected; those that have been erected must be dismantled. If the gas supply is not installed or the gas supply is not normal after installation, it can only be erected after being reviewed by the sub-district office or town people's government and reported to the district, county (city) planning, public security and fire supervision departments for approval. Article 7 Applications for private enterprises, individual partnerships, and self-employed businesses operating restaurants (including snack bars), cooked food processing, automobile repair (including taxi garages), riveting, and fixed-site furniture manufacturing must go through the district, county (city) Only after approval by the public security fire supervision department can you go to the industrial and commercial administration department to apply for a "Business License". Article 8 Units that produce, store, and use flammable and explosive dangerous goods must strictly implement national, provincial, and municipal regulations on the safety management of flammable and explosive dangerous goods, and submit safety measures in writing to the public security fire supervision department for record. Article 9 When transporting flammable and explosive dangerous goods, clear danger signs must be set up in accordance with regulations, a transportation certificate approved by the public security department must be obtained, and the goods must be transported on the route designated by the public security department. Article 10 The installation and maintenance of electrical equipment by units must be carried out by full-time electricians in accordance with relevant technical regulations. The electrical equipment used must comply with national quality standards. Units must regularly organize relevant personnel to inspect electrical equipment. If any unsafe factors such as loose wires, aging, poor contact, insulation damage or equipment heating are found, they should be repaired and replaced immediately. Article 11 When using electrical equipment, the following behaviors are not allowed:

(1) Using electric heating appliances near flammable and explosive items.

(2) Use iodine tungsten lamps on the ceiling, stage and other parts of the theater.

(3) Use lamps exceeding 60 watts in the warehouse.

(4) Place electric stoves, electric soldering irons, electric irons and other electric heating appliances near combustible items. Article 12 When performing welding operations, the following regulations must be observed:

(1) Before welding used containers or transportation pipelines for flammable and explosive liquids, they must be carefully treated with inert gas.

(2) Keep a safe distance from combustibles or separate combustibles with non-combustible materials.

(3) During gas welding operations, the oxygen cylinder and acetylene generator must be at least ten meters away from the open flame. After the operation, the inner sleeve of the acetylene generator should be taken out and the dissolved calcium carbide should be dumped in the designated place. Article 13 Warehouse management must comply with the following regulations:

(1) Set up obvious "no fire" signs.

(2) Use non-flammable materials to set up shelves and partitions.

(3) Classify materials, store them in separate warehouses, stack them neatly, and leave a safe distance as required.

(4) Modification and packaging of flammable and explosive dangerous goods should be carried out in a specially designed safe place.

(5) Strictly implement the registration and inspection procedures for outsiders, vehicles or materials entering the warehouse, and it is strictly prohibited to carry fire starters.

(6) Other regulations related to fire safety. Article 14 Public places such as culture, sports, and entertainment should install obvious emergency lighting, strictly control open flames and fireworks, and set up safety doors and evacuation passages in accordance with regulations to ensure smooth flow.

Article 15 The use of open flames by units in flammable and explosive production workshops, warehouses, and key locations must be reviewed by the unit's fire management organization and approved by the leader in charge, and must be reported to the public security fire supervision department in writing or by phone before using fire. ; The use of open flames in other parts must be reviewed by the unit's fire management organization and approved by the supervisor. When using open flames, units must take strict fire-fighting measures to ensure safety. Article 16 Chimneys, fire walls, fire pits and flues used by residents must be inspected and cleaned regularly. Chimneys, firewalls, and flues used in restaurants, hotels, guest houses, and other units must be inspected and cleaned regularly. It is not allowed to use the gas hole of the building as a flue. Article 17 Residents are not allowed to use gasoline stoves, and kerosene and diesel stoves are not allowed to be mixed with gasoline. The use of oil-fired stoves, coal-fired stoves or electric stoves is not allowed in single dormitories of the unit. Article 18 On windy days above Level 5, fire ban flags must be hoisted, a segmented fire inspection responsibility system must be implemented, and fire sources and power sources must be managed; guards, watchmen, and personnel on duty and overnight stays must stick to their posts and patrol and inspect day and night.
