Regulations of Jilin Municipality on Voluntary Blood Donation

Article 1 In order to mobilize and organize citizens to donate blood for free, to ensure the needs of blood for medical and clinical use and the health of blood donors and users, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to voluntary blood donation and related activities within the administrative area of this Municipality. Article 3 The Municipal People's Government shall lead the blood donation work within the administrative area of this Municipality in a unified way, ensure that the technical personnel of blood collection and supply conform to the provisions of the state, include the funds for blood donation work in budget management, formulate blood donation work plans, strengthen blood donation publicity, and organize relevant departments to do a good job in blood donation work.

County (city) and District People's governments are responsible for mobilizing and organizing blood donation work within their respective jurisdictions, establishing emergency blood donors, including blood donation-related work funds into budget management, and ensuring the implementation of fixed and mobile blood donation point construction planning and related work. Article 4 The municipal public health administrative department is the competent department of blood donation in this Municipality, and is responsible for the supervision and management of blood collection and use, blood quality and safety, and blood adjustment and management.

County (city) and district health administrative departments shall be responsible for blood donation related work within their respective jurisdictions in accordance with the division of responsibilities. Fifth city, county (city), the relevant departments and units of the District People's government shall, in accordance with their respective responsibilities, work together to do a good job in blood donation:

(a) the financial department shall, in accordance with the budgetary arrangements, ensure the daily and special funds for blood donation;

(two) the urban and rural planning department shall incorporate the setting of fixed blood donation points into the urban and rural planning system to meet the requirements of convenient transportation and dense crowds;

(3) The urban management administrative law enforcement department and the public security traffic management department shall ensure that the mobile blood donation points are set in areas with convenient transportation and dense crowds, and provide convenient conditions for blood collection and blood collection vehicles to stop;

(four) the competent department of municipal public facilities shall cooperate with the fixed blood donation point to build relevant supporting facilities;

(five) the education authorities and schools should incorporate the scientific knowledge of blood donation into the content of students' health education;

(six) trade unions, the Communist Youth League, women's federations, the Red Cross and other organizations, community residents (villagers) committees and enterprises and institutions should actively participate in and promote blood donation according to law;

(seven) radio, television, newspapers, Internet and other media as well as advertising media and billboards in public places should carry out public welfare publicity of blood donation and release relevant information in a timely manner. Article 6 The Municipal People's Government shall organize and carry out centralized blood donation activities such as "Blood Donation Month" and "Blood Donation Week" according to the blood consumption.

All organs, organizations, enterprises, institutions and institutions of higher learning should mobilize and organize relevant personnel to participate in blood donation during the activities of "Blood Donation Month" and "Blood Donation Week" or according to the situation of blood use. Seventh municipal health administrative departments shall formulate emergency plans for blood collection and supply, and incorporate them into the emergency management system of the Municipal People's government.

In the case of blood shortage and emergency blood use, the Municipal People's Government shall issue early warning information in accordance with the requirements of the emergency plan for blood collection and supply; County (city), District People's governments and relevant units shall mobilize and organize blood donation as required; The municipal public health administrative department shall implement the management mechanism of emergency blood use. Eighth citizens to donate blood age, blood donation interval and blood donation in accordance with the relevant provisions of the state and province. Article 9 Blood donated without compensation must be used for clinical purposes.

No unit or individual may buy or sell blood donated without compensation.

False blood donation is prohibited.

It is forbidden for blood donors with high-risk behaviors to donate blood maliciously by taking drugs and other concealment means. Article 10 Blood donors, their spouses, parents and children who donate blood in this Municipality shall use blood free of charge in accordance with the following provisions:

(1) If the total amount of blood donation is less than 1 000 ml or the platelet collection amount is less than 5 times for treatment, the blood donor can enjoy the treatment of twice the amount of blood donation, and his spouse, parents and children can enjoy the treatment of the same amount of blood donation.

(2) If the total amount of blood donation is 1, 000 ml to 2000ml or the platelet collection amount is 5 10 (inclusive), the blood donor can enjoy three times the amount of blood donation, and his spouse, parents and children can enjoy the same amount of blood donation.

(3) If the cumulative blood donation is more than 10, the blood donor can use blood for life, and his spouse, parents and children can enjoy 2 times of blood donation free of charge;

(four) the death of a blood donor does not affect the spouse, parents and children to enjoy free blood use;

(five) under the same clinical conditions, blood donors give priority to blood.

Whole blood and apheresis platelets can be calculated cumulatively, and 1 apheresis platelets are calculated as 200ml whole blood. Eleventh Jilin Red Cross Center Blood Station (hereinafter referred to as the downtown blood station) is the only legal blood collection and supply institution within the administrative area of this Municipality. Its main responsibilities are:

(a) in accordance with the relevant planning and requirements in the city, county (city), district set up fixed and mobile blood donation points, to provide blood donors with a safe and hygienic environment and blood collection facilities and equipment that meet the relevant standards;

(two) according to the requirements of the health administrative department at a higher level, to carry out the recruitment of blood donors, blood collection and preparation, storage, clinical blood supply and blood use business guidance within the prescribed scope;

(three) to undertake the quality control, business training and guidance work of Huadian Sub-station of blood station in Jilin city center (hereinafter referred to as Huadian Sub-station) and blood storage sub-bank;

(four) to undertake the centralized detection of blood sampling.

Huadian substation is responsible for the collection, preparation, storage and supply of blood for clinical use in this area.

Other units and individuals shall not engage in blood collection and supply activities.
