Article 4 People's governments at all levels shall strengthen their leadership over drug control work and organize and coordinate relevant departments to do a good job in drug control work. Public security organs at all levels are the competent departments for drug control. Customs, railways, industry and commerce, finance, health, medicine, civil affairs, forestry, agriculture, education, radio and television, press and publication and other relevant departments shall actively cooperate with public security organs to do a good job in drug control. Article 5 Procuratorial organs, judicial organs, public security organs and judicial administrative organs shall cooperate with each other in drug control work and strictly perform their respective duties. Article 6 State organs, organizations, enterprises, institutions, residents' committees, Gacha committees and villagers' committees shall do a good job in drug control education and management in their own units and regions. Article 7 Units and individuals engaged in hotel industry, entertainment service industry, transportation industry, rental housing industry and catering industry must take drug control as an important part of their management, and report to the public security organs in time when they find illegal and criminal acts of drugs. Eighth schools at all levels should educate students about drug abuse. If the school is found to have illegal drug use, it must report it to the public security organ in time, and cooperate with parents to help them with education and detoxification. Ninth minors who have illegal drug acts, their guardians should actively cooperate with the public security organs to strictly control them. Article 10 People's governments at all levels shall commend and reward units and individuals who have made outstanding contributions to drug control by exposing and exposing drug-related criminal activities. Article 11 Drug control personnel who engage in malpractices for personal gain, extortion, corruption, bribery, dereliction of duty and other acts in drug control work shall be given administrative sanctions or administrative penalties by the competent authorities; If the case constitutes a crime, criminal responsibility shall be severely investigated according to law. Article 12 If illegal and criminal acts such as smuggling, trafficking, transporting and manufacturing drugs are exempted from criminal punishment by a people's court, the public security organ shall confiscate the illegal income and impose a fine of more than 2,000 yuan but less than 5,000 yuan, or impose penalties in accordance with relevant state regulations. Thirteenth in the sale of food, beverages and other foods mixed with poppy shells, poppy seeds, in accordance with the provisions of the national drug control decision, the relevant personnel shall be investigated for criminal responsibility according to law.

If the act mentioned in the preceding paragraph is exempted from criminal punishment by the people's court, the illegal income shall be confiscated by the public security organ and a fine of not less than 5,000 yuan but not more than 50,000 yuan shall be imposed; The person in charge and the person directly responsible for the unit shall be fined not less than 3,000 yuan but not more than 20,000 yuan, or be given other punishments in accordance with the relevant provisions of the state. Article 14 If any unit or individual that produces, sells or uses psychotropic drugs or narcotic drugs violates the regulations on the administration of psychotropic drugs and narcotic drugs, all narcotic drugs, psychotropic drugs and illegal income shall be confiscated by the public security organ in conjunction with the administrative department of health, and a fine of not less than five times but not more than ten times the illegal income shall be imposed; If the circumstances are serious, the Pharmaceutical Production Enterprise License, Pharmaceutical Trading Enterprise License and Preparation License shall be revoked according to law; If the case constitutes a crime, criminal responsibility shall be investigated in accordance with the national drug control decision. Article 15 Whoever, in violation of regulations, purchases or sells ephedrine intermediates, ephedrine oxalate and ephedrine crude products (including Herba Ephedrae extract, Herba Ephedrae extract powder and Herba Ephedrae powder) shall have his illegal income confiscated by the competent department of pharmaceutical industry of the autonomous region in conjunction with the public security organs, and be fined between 2 times and 5 times of the illegal income depending on the circumstances.

Whoever commits the acts mentioned in the preceding paragraph, causing ephedrine intermediate ephedrine oxalate or crude ephedrine to flow into illegal channels and be used in drug crimes, which constitutes a crime, shall be investigated for criminal responsibility according to law. Article 16 Any unit or individual who, in violation of the provisions of these Regulations, discovers that drug crimes are concealed and not reported to the public security organ shall be fined 3000 yuan and 1000 yuan respectively; Impose a fine of not more than 500 yuan or a warning on an individual. Seventeenth specific issues in the application of these regulations shall be interpreted by the public security department of the autonomous region.
