Sending a text message to the other party does not mean that it has been delivered. Did you cancel your mobile phone number or something?

If the other party's mobile phone is turned off, the sent SMS will not show that it has been delivered, but will show that it has been delivered when it is turned off, waiting for the owner to turn on the mobile phone and receive the SMS immediately. Shutdown means termination of service, so shutdown is usually temporarily stored in the server until the phone bill is paid.
