Since the "Eleventh", there have been repeated epidemics in many places in China. The epidemic situation is severe and complicated, and the risk of epidemic input and transmission has increased. In order to build a strong line of defense against foreign imports and ensure the health and life safety of the people, the notice on further strengthening the management of foreign companies is as follows:

First, strengthen personal responsibility for epidemic prevention. All foreigners must report to the destination community and unit through the "Liaoshitong e Dalian" WeChat applet 24 hours before arrival, and be sure to bring a 48-hour negative nucleic acid test certificate. Implement the requirements of "three days, three inspections and four no's" after arrival, that is, implement "landing inspection" after arrival, and conduct nucleic acid testing on the second and third days respectively. Don't eat, get together, go to public places or take public transportation before completing the "three days and three inspections".

Second, strengthen the main management responsibility of the unit. Party and government organs, enterprises and institutions at all levels in the city should strictly implement the main responsibility of the unit, conscientiously implement the relevant requirements such as scanning the code of admission personnel and standardizing wearing masks, comprehensively strengthen the dynamic management of unit personnel, supervise and track declare in advance, a person with a history of going abroad, and strictly implement the requirements of "three days, three inspections and four noes".

Third, strengthen the inspection and notification of accommodation places. All kinds of hotels, hotels, homestays and other accommodation places should check the personnel's Travel Permit, Landing Inspection and filing before check-in. Those who have not filed or failed to implement the Landing Inspection are not allowed to stay. For foreigners who have applied for "landing inspection", the accommodation should inform them of the requirements of "three days, three inspections and four noes" and sign a letter of commitment to inform them to implement the requirements of "three days, three inspections and four noes".

Four, strengthen the public * * * places access survey. Public places such as restaurants, shopping malls, supermarkets, hotels, buses, subways, farmers' markets, baths, beauty salons, stadiums, cultural and entertainment venues should strengthen the screening of admission personnel, and strictly check the travel itinerary and venue codes. Even foreigners who have not implemented the "three-day three-inspection" are not allowed to enter. Do your best to spare no one.

Five, strengthen the inspection of transportation hub. Airport, railway station, bus terminal, wharf and highway entrance and other transportation hubs will strictly implement "landing inspection" for employees entering the company, check travel cards and health certificates, 48-hour negative nucleic acid certification and filing, and scan the place code.

Six, for those who fail to fulfill the responsibility of epidemic prevention as required, serious accountability. Those who have lived abroad, but have not reported in advance and "three days and three inspections" as required, will be given the health code red team and will be reminded by SMS. Those who have held red team for more than 3 days shall be dealt with by the public security organs according to the law. Those who fail to fulfill their epidemic prevention obligations and implement epidemic prevention and control measures according to law, resulting in the risk of epidemic spread, will be investigated for legal responsibility according to law.
