Background of 12 1 10

With the popularization of mobile communication tools and the development of business volume, people, especially special groups such as the deaf, hope to call the police through SMS. The Ministry of Public Security and relevant departments have determined "12 1 10" as the unified public service short message alarm number of public security organs in China, and the short message alarm service of10 has been gradually developed in some places.

Local public security organs have actively explored the construction of 1 10 SMS alarm mode and gained some experience. 1 10 SMS alarm service has been opened in Shanghai, Tianjin, Zhejiang and other places, and this service has also been opened in 44 prefecture-level cities and 15 county-level cities, and some cities are under demonstration and construction. The 1 10 SMS alarm service system that has been opened in various places mostly accepts calls for help from people with hearing and language impairment, as well as reports and help from people who cannot use voice alarm because of the current infringement endangering personal and property safety. In some places, 1 10 SMS alarm service system accepts false information fraud SMS alarm. These SMS alarm service systems and platforms are set up in the 1 10 alarm service desks of local public security command centers.

The Ministry of Public Security has issued a notice, requiring public security organs that have activated SMS alarm to change the original SMS alarm number to "12 1 10" and file it with the local telecom management department. Public security organs that have not carried out this work should also use the number "12 1 10" when opening SMS alarm service. This work is progressing steadily.
