What kind of legal responsibility should I bear for sending messages to insult others?

Legal analysis: if the insult is minor, the victim can ask him to stop the infringement, restore his reputation and compensate for the losses. If the circumstances of the insult are serious and it is suspected to constitute an insult, you may apply for investigating the criminal responsibility of the infringer. Article 246 Whoever publicly insults others by violence or other means or fabricates facts to slander others, if the circumstances are serious, shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, public surveillance or deprivation of political rights.
