The segment "1069" belongs to a third-party enterprise and provides non-operating short message service for users. These two segments are usually used for mass spam. I can't find it after I turn it off. It should be automatically intercepted by the system. You can turn on the phone first, find the security center inside the phone, and click in. Go to the home page of the security center and click harassment interception. You can see that there are two options: SMS and incoming call. Under the short message option, you will see the intercepted short messages. Just find one and click Enter. You will see the details of the blocked SMS and click "Don't block" at the bottom of the screen to unblock it.
