How does the WeChat public platform send messages to designated micro-signals?

Wechat public platform does not support actively sending information to users.

Users can only send messages unless they have recently replied to the official WeChat account. Click the contact in the network client to send.

Or if the user has subscribed to the official WeChat account, it can be sent in groups. Send selection to select the specified person.
