Registered non-operating electric bicycles for residents' own use include:

(1) For electric bicycles whose maximum design speed is not more than 25km/h and meet the requirements of the old and new national standards (see Annex 2 for the requirements of the old and new national standards), official number plates with white characters on a green background shall be issued.

(II) For two-wheeled electric vehicles in use that do not meet the requirements of the old and new national standards and have a design speed of 25 km/h to 50 km/h, temporary license plates with black characters on a white background shall be issued, and a three-year transition period shall be set in accordance with the Regulations on the Administration of Electric Bicycles in Hebei Province. After the transition period, they are not allowed to drive on the road.

2. Treatment process

When applying for registration, the applicant must bring the original ID card, ride in the vehicle and wear a helmet, and submit the vehicle on the spot.

(1) Submit proof of purchase or other certificate of origin, certificate of factory delivery or certificate of import of the whole vehicle.

(2) If the owner of the electric bicycle is unable to provide the purchase certificate of the bicycle or other certificates of origin, the ex-factory certificate of the whole vehicle or the import certificate, he shall sign a letter of commitment on the origin of the electric bicycle.

(3) Dismantle the accessories on the tail plate bracket, and reserve the mounting holes of the number plate bracket to facilitate the installation of the number plate; Remove decorations such as windproof and heat preservation, and restore the original appearance of the vehicle.

(four) to obtain a temporary number plate, the owner of the electric bicycle shall sign the Notice of Temporary Number Plate of the Electric Bicycle.
