Ten Special Support Policies for Huimin Relief in Futian District, Shenzhen

In order to coordinate the prevention and control of epidemic situation and the protection of people's livelihood, the following support policies are formulated for merchants and residents who have been included in the white list management in medium and high risk control areas (including areas managed by reference control areas, the same below) since August 28, 2022, abide by the provisions of the basic code of conduct for citizens' epidemic prevention, fulfill their responsibilities and obligations.

Article 1 Rent subsidy for urban village control area

Tenants in the high-risk control area of a village in the city apply, and after being audited by their communities and streets, the street office will issue a one-time subsidy in three grades according to the cumulative control time, including: 5-6 days, according to the standard of 200 yuan/person; 7- 10 day, according to the standard of 300 yuan/person; 1 1 day (inclusive) or more, according to the standard of 500 yuan/person.

Subsidies for renters in the control area of the second old residential area

In the middle and high risk control area within the jurisdiction, the renters of residential quarters built before June 65438+February 3, 20001apply, and after being audited by their communities and streets, the sub-district office will issue a one-time subsidy in three stages according to the cumulative control time, of which: 5-6 days, according to the standard of 200 yuan/person; 7- 10 day, according to the standard of 300 yuan/person; 1 1 day (inclusive) or more, according to the standard of 500 yuan/person.

Article 3 Rent support for urban village tenants

Encourage the owners of high-risk control areas in urban villages to reduce or exempt rents for their tenants. The collective joint-stock cooperative company shall give no more than 50% subsidy to the owner's actual amount of relief, and the district government shall give no more than 50% financial support to the above-mentioned actual expenses of the collective joint-stock cooperative company.

Article 4 Commercial support in the urban village control area

Small and micro enterprises and individual industrial and commercial households in the high-risk control area of urban villages affected by epidemic prevention and control and having difficulties in operation apply. If the control period is more than 7 days (inclusive) after the audit of the community and the street, the street office will give a one-time difficult subsidy according to the standard of 5000 yuan/household.

Article 5 Support for Migrant Workers

If the specific service personnel who live in the jurisdiction and are engaged in express delivery, take-out, running errands, online car rental and taxis (registered before the introduction of the policy) are blocked, controlled or isolated according to the epidemic prevention management regulations and cannot go out to work, after being confirmed by the local community, the sub-district office will issue a one-time subsidy in three stages according to the cumulative control time, including: 5-6 days, according to the standard of 200 yuan/person; 7- 10 day, according to the standard of 300 yuan/person; 1 1 day (inclusive) or more, according to the standard of 500 yuan/person.

Article 6 Relief and support for the needy people

A hardship allowance for the unemployed. Employees who pay social security in enterprises in medium and high risk control areas, who are unemployed due to epidemic from June to September in 2022 and stop paying social security and meet the application conditions, will be given a one-time subsidy according to the standard of not less than 1 10,000 yuan/person after being audited by the streets under their jurisdiction.

The help and support of the confirmed employees. A separate trade union enterprise has been established within the jurisdiction. For the on-the-job employees diagnosed as ordinary, severe and critically ill infections in novel coronavirus, they shall submit the municipal employee relief fund in time to assist in applying for care and assistance. The application deadline is 65438+February 3, 20221.

Temporary assistance to poor families. For the families of COVID-19 patients with basic living difficulties caused by the epidemic, one-time temporary assistance shall be given according to the highest minimum living standard per person 18 months in accordance with relevant regulations, and the total amount of assistance for each family shall not exceed the minimum living standard of 24 months.

Article 7 Employment post support

If the "Four Up" enterprises in the medium and high risk control zone provide employees with skills training for returning to work and production before the end of 2022 10 and meet the reporting conditions, they will be given a one-time training support of up to RMB 654.38+10,000 per enterprise according to the standard of 400 yuan.

Before the end of 2022 10, we will provide online and offline special public welfare recruitment services for laid-off and unemployed job seekers in high-risk control areas, giving priority to social, government and internship positions.

Article 8 Psychological care and support

Through the government's purchase of services, full-time psychological counselors are provided in each high-risk area, and psychological hotline 0755-83422376 and "Sunshine Sister" WeChat service number are opened to provide residents with free mental health knowledge propaganda, psychological counseling and psychological crisis intervention services to create a healthy, positive and sunny attitude.

Article 9 Emergency public legal service mechanism

Establish an emergency legal service mechanism, provide online consultation services such as "legal e-housekeeper" and warm-hearted hotline for disputes such as contract performance and labor relations caused by epidemic prevention and control, and carry out emergency legal services.

Article 10 Enterprises call for service support.

Establish a service mechanism for enterprises to fight against the epidemic, set up an "I-Fu enterprise" area in Ifoton, arrange a consultation line and a service specialist, collect enterprise demands, coordinate and solve enterprise problems, and provide services such as policy interpretation.

This policy involves merchants and residents who violate the relevant provisions of epidemic prevention and control, and shall not enjoy the support of this policy after being identified by relevant departments. Full-time service personnel specified in Article 5 of this policy will no longer enjoy the rental subsidy support specified in other provisions of this policy after obtaining the "floating staff support".

The medium and high risk control areas referred to in this policy (including areas managed by reference control areas) shall be subject to the notice issued by the epidemic prevention and control headquarters of novel coronavirus, Futian District and the notice of implementing specific epidemic prevention measures in streets and communities. Merchants and residents who have enjoyed the "National Ten Articles" policy of supporting enterprises to jointly fight the epidemic in Futian District and the "National Ten Articles" policy of stabilizing enterprises and benefiting the people in Futian District can give this policy superimposed support.

The Futian District People's Government shall be responsible for the interpretation of this policy, and the relevant competent departments shall formulate application guidelines and operation guidelines. This policy is valid from the date of promulgation to the date of 3 12, 2022. If there is a definite time limit, its provisions shall prevail.
