Working days, Shijiazhuang, the provincial capital, morning and evening peak hours (7: 30 ~ 8: 30; 17: 30 to 19: 00), foreign motor vehicles need to apply for a pass to enter the road within the second ring road of Shijiazhuang (excluding the second ring road).

The following five types of motor vehicles are not restricted:

1, buses, cruise taxis, long-distance buses (including tourist buses), special vehicles for the disabled, school buses approved by the public security traffic control department and commuter buses with boarding passes issued by the public security traffic control department;

2. Police cars, law enforcement vehicles, fire engines, ambulances and wreckers performing tasks;

3, sanitation, gardens, road maintenance special vehicles and funeral vehicles, postal vehicles, emergency vehicles issued by the public security traffic management department "emergency pass";

4. Pure electric vehicle (with rechargeable battery as the sole power source and driven by motor);

5. Other approved emergency vehicles.
