1. First, open the "Road Transportation Convenience Government Platform", enter the home page, and click "Register" on the upper right;

2. After entering the registration interface, select "natural person registration" or "legal person registration", and then enter relevant information according to the prompt to complete the registration;

3. After completing the registration, return to the home page, find the function of "integrity assessment" in the column of "employees", and click "assessment application" in this function;

Before entering the exam, the system will ask you to log in first. At this time, log in with the password of the newly registered account, and then complete the application and review according to the page prompts, thus completing the annual review of the qualification certificate.

The road transport certificate is a copy of the driving license, the original and copy of the vehicle technical file (the original is returned after checking), and the test report issued by the comprehensive performance testing station.

Treatment conditions

Having a vehicle that is suitable for its business and has passed the inspection.

1, vehicle technical requirements:

(1) The technical performance of vehicles shall meet the requirements of the national standard "Comprehensive Performance Requirements and Inspection Methods for Operating Vehicles" (GB 18565);

(2) The overall dimensions, axle load and loading quality of the vehicle shall meet the requirements of the national standard "Limits of Overall Dimensions, Axle Load and Mass of Road Vehicles" (GB 1589).

2. Other requirements for vehicles:

(1) Those who engage in general road freight (freight rental) must have more than 50 vehicles with special licenses (Shanghai B-H licenses) issued by the public security traffic management department, and comply with the Interim Provisions of Shanghai Municipality on the Administration of Freight Taxi Transportation. The road transport license includes the following types of licenses.

Road general cargo transport business license

Road dangerous goods transport business license, non-business road dangerous goods transport license

Business license for special transportation of road goods

Road transport business license for large objects

Road freight transport station (field) business license

Among them, 1, road general freight (including non-professional) business license.

Handling materials

(a) the notice of pre-approval of the enterprise name issued by the industrial and commercial department or a copy of the business license of the enterprise legal person;

(II) Application Form for Road Freight Transport Business (Table 9)[ When handling the road transport permit, you should provide the Basic Information Collection Form (Main Form) of Shanghai Road Transport Operators (Table 1), the Information Registration Form of Road Freight Transport Enterprises (Table 2) and the Information Registration Form of Road Freight Transport Vehicles (Table 3);

(three) the identity certificate of the person in charge, the identity certificate of the agent and the power of attorney;

(four) a new car must issue a car purchase invoice or a commitment letter to purchase a transport vehicle, which should include the number, type, technical performance and purchase time of the vehicle;

(five) the motor vehicle driver's license, qualification certificate and a copy of the driver to be hired or hired, and the motor vehicle driver registration certificate issued by the public security department of this Municipality shall be provided if the driver is hired from other provinces and cities;

(six) the text of the safety production management system.

Article 25 Anyone who applies for engaging in freight business shall apply in accordance with the following provisions, and submit relevant materials that meet the conditions stipulated in Articles 22 and 24 of these Regulations respectively:

(1) applying to the county-level road transport management institution for engaging in the transport of goods other than the transport of dangerous goods;

(two) engaged in the transport of dangerous goods, apply to the municipal road transport management institution with districts;

(three) the use of ordinary freight vehicles with a total mass of less than 4,500 kilograms to engage in ordinary freight business, do not need to apply for road transport business license and vehicle operation license in accordance with the provisions of this article.
