The circular stressed that civil affairs departments at all levels in the province should further enhance their political awareness and sense of urgency, take epidemic prevention and control as the top priority at present, take effective measures, guide villagers' committees to strictly follow the requirements of epidemic prevention and control, give full play to the overall leadership and overall coordination role of village party organizations and the mobilization role of villagers' committees, do a good job in management, education and service, strictly implement various measures for epidemic prevention and control, and resolutely build a defense line for epidemic prevention and control.
