(2) Water laws, regulations and rules: water law, flood control law, soil and water conservation law, river management regulations, water intake permit and water resources fee collection regulations, Shiyang River Basin water resources management regulations, water administrative supervision regulations, etc.

(1) Organizing competitions by themselves. Before the competition, all units should strengthen law enforcement training through centralized training, autonomous learning, experience exchange, case discussion and participation in court trials. In particular, through pre-case discussion, in-case research and post-case summary, the effect of learning the law is ensured. After the training, organize competitions by means of proficiency test, knowledge competition and law enforcement competition before August 15. (2) Participate in the regional finals. At the beginning of September, the office of the leading group for district administration according to law will organize the final contest of the knowledge of learning and using law for administrative law enforcement personnel in the whole district, and the teams of public security, justice, environmental protection, industry and commerce will participate. In order to ensure the final effect, all units are requested to recommend two law enforcement team members to participate in the preliminaries organized by the Water Affairs Bureau. After the preliminaries, the results will be reported to the whole system. The water affairs bureau strictly screened the finalists from the preliminary competition by comprehensively considering factors such as age, educational background and major studied. After the shortlist is confirmed, they will leave their posts and go to the Water Affairs Bureau for centralized preparation. ⑵ Using the study time of each team, each team should organize employees to focus on the newly published Compilation of Post Safety Operation Procedures of Guixi Smelter, further strengthen employees' sense of responsibility for production safety, and test the safety operation procedures in different ways according to the characteristics of each post, so that employees can memorize and be familiar with the procedures and improve their safety operation skills.

(3) Oil supply, general warehouse, finished product warehouse and other departments should use the activities of safety teams to learn typical accident cases and make in-depth analysis, so that employees can learn from them, be educated, enhance their sense of responsibility for production safety, and realize accident-free post operation.
