In order to implement the Notice of the All-China Federation of Supply and Marketing Cooperatives of the National Rural Revitalization Bureau of the Ministry of Agriculture and Rural Affairs of the Ministry of Finance on Printing and Distributing the Implementation Opinions on Deepening the Government Procurement of Agricultural and Sideline Products in Poverty-stricken Areas to Promote the Revitalization of Rural Industries (Caiku [2021] No.20) and the Notice of the General Office of the Ministry of Finance on Organizing Local Budget Units to Do a Good Job in the Government Procurement of Agricultural and Sideline Products in Poverty-stricken Areas in 2022 (Caibanku [2022] No.54), we will do The relevant matters are hereby notified as follows:

First, fully understand the significance of government procurement of agricultural and sideline products in poor areas.

Using government procurement policy, organizing budget units to purchase agricultural and sideline products in poverty-stricken areas, constantly stimulating the endogenous motivation of developing production in poverty-stricken areas and promoting the revitalization of rural industries are concrete measures to implement the adjustment and optimization of government procurement policy by the CPC Central Committee and the State Council to support the industrial development and deployment in poverty-stricken areas, and build a new development pattern with domestic macro-cycle as the main body, which is helpful to promote the development of poverty-stricken areas in a wider field and at a higher level. City and district budget units should fully understand the significance of using government procurement policies to support the revitalization of rural industries, effectively improve their political positions, enhance the consciousness and urgency of implementing policies, and ensure the effectiveness of policies.

Second, do a good job in government procurement of agricultural and sideline products in poverty-stricken areas in 2022.

City and district budget units shall, in accordance with the requirements of this notice, earnestly fulfill the main responsibility of procurement, and rely on the online sales platform of agricultural and sideline products in poverty-stricken areas (website: www.fupin832.com, hereinafter referred to as "832 platform") to do a good job in government procurement of agricultural and sideline products in poverty-stricken areas in 2022.

(1) Reserved share

City, district budget units should be in accordance with the proportion of not less than 20% of the annual canteen food purchase, in accordance with the principle of "high quality and low price, competitive merit", through the "832 platform" in 832 poverty-stricken counties across the country to purchase agricultural and sideline products. Encourage trade unions in budget units at all levels to purchase trade union benefits and condolences through the "832 platform", and encourage individual employees to purchase agricultural and sideline products in poverty-stricken areas through the "832 platform" WeChat applet (see Annex 1 Operation Guide for Confirmation of Reserved Shares for details). The relevant purchase amount is included in the annual purchase amount of the unit.

(2) Reporting work

1. Budget authorities at all levels should organize their budget units to fill in the reserved shares of agricultural and sideline products in poverty-stricken areas in 2022 through the purchaser management system of "832 platform" (address: cg.fupin832.com) as soon as possible, and complete the step-by-step confirmation (the confirmation path is "reserved share information management-reserved share information confirmation"). Municipal budget authorities and district-level financial departments should complete the revision, reporting and final confirmation of the reserved share of "832 platform" before March 25, 2022.

2. The outsourcing canteen of the budget unit should fill in the reserved share according to the regulations (select "canteen" and note "outsourcing canteen"), and open a trading account for a specific procurement executive in the "832 platform" purchaser management system (the opening path is "purchaser trading account management-purchaser trading account import"). The name of the specific purchase execution transaction account of the outsourcing canteen should be different, and the form of "name of outsourcing service organization+outsourcing canteen of XX company" can be adopted. The budget unit of the newly opened buyer's trading account should be the same as the name of the budget unit of the management account where the reserved share is located, so as to ensure that the transaction amount is included in the statistical scope.

3.*** For the budget unit that uses the canteen, the relevant unit * * * determines one unit as the representative to fill in the reserved share, and the rest units indicate the relevant information in the system (select "No canteen" and indicate "* * Use the canteen of XX unit").

5. In addition to indicating that there is no need to reserve shares in the case of "no canteen", the municipal and district financial departments shall notify the units that the reserved shares cannot meet the proportion requirements.

(3) Procurement method

At present, the "832 platform" supports direct purchase and competitive purchase of goods. Buyers are encouraged to adopt the bidding procurement method, actively publish the demand for canteen ingredients procurement and trade union procurement through the "832 platform", increase the procurement of agricultural and sideline products in poverty-stricken areas, and help rural industries revitalize from the demand side. The financial department encourages all units to purchase consumer assistance products through multiple channels while ensuring that the reserved share of the "832 platform" can be completed.

(4) Performance acceptance and timely payment

After receiving the goods, budget units at all levels should conduct performance evaluation through the "832 platform" in time, and pay the goods to the suppliers in time without default. Budget units are encouraged to make online payment and settlement through the "832 platform" (see attachment 1 Operation Guide for Filling and Confirmation of Reserved Shares and Key Points for Order Closing for details).

Three, regularly inform the government procurement data of agricultural and sideline products in poor areas.

In order to promote the effective implementation of relevant work, the competent budgetary units at all levels should coordinate the work of their own departments to ensure that the government procurement of agricultural and sideline products in poverty-stricken areas is implemented. The Municipal Finance Bureau will regularly make statistics and inform the municipal departments and districts about the implementation of government procurement of agricultural and sideline products in poverty-stricken areas. Municipal competent budget units and district-level financial departments should establish a notification system at the same time, regularly inform departments and localities about the implementation of agricultural and sideline products in poverty-stricken areas, strengthen supervision over the implementation of policies of budget units, ensure the completion of the task of reserving shares, and accelerate the implementation of procurement.

Fourth, the handling methods of common problems

When filling in the reserved shares, the incorrectly filled reserved shares can be returned one by one or in batches, and the platform will notify the returned budget units by SMS (see attachment 1 Operation Guide for Filling and Confirmation of Reserved Shares, Revision of Reserved Shares and Contact Information and Confirmation of Reserved Shares for details). The returned reserved share information needs to be revised by the budget unit and resubmitted until it is confirmed step by step. The reserved share of municipal budget units shall be finally confirmed by the Municipal Finance Bureau, and the reserved share of district budget units shall be finally confirmed by the district finance department. If the budget unit is merged, cancelled or renamed, please contact the "832 platform" to change the information in time.
