When an epidemic situation or a major health emergency occurs in the whole country, according to the actual situation and development trend of the current epidemic situation, the counties and cities are divided into low-risk, medium-risk and high-risk areas by comprehensively considering factors such as the number of newly added and accumulated confirmed cases. According to the severity, urgency and possible impact range of emergencies, the early warning levels are from low to high.
