Production and business units shall identify and evaluate risks according to the characteristics and hazards of possible production safety accidents in their own units, formulate corresponding emergency rescue plans for production safety accidents, and announce them to their employees. The production and business operation entity shall, in accordance with the relevant provisions of the state, submit the construction of its emergency rescue team to the departments of the people's governments at or above the county level responsible for the supervision and administration of production safety in a timely manner, and announce it to the public according to law.
