Hebei health code implements the health code access management system. People who leave Hubei to come to and return to Hebei should hold the national health code "green code" or a valid health certificate issued by local medical and health institutions. Encourage all localities and employers to adopt a "point-to-point, one-stop" centralized and accurate transportation method for those who leave Hubei, come to Hebei and return to Hebei with "green code" to ensure safe and orderly return to their posts. People with "red team" or "yellow code" or without valid health certificate will be suspended from returning to Hebei. Once found, it will be safely transported to the centralized isolation observation place for isolation observation 14 days, and nucleic acid detection measures will be implemented. Those who leave Hubei for Hebei and return to Hebei with fever and other symptoms are immediately transported safely by 120 ambulance to the fever clinic for screening and diagnosis.

Verify the registration and establish a declaration and registration system. People who leave Hubei to come to and return to Hebei should report their names, arrival time, modes of transportation, health status and contact information to the destination community, employer or hotel at least 3 days in advance. Village committees, enterprises and institutions should accurately grasp the number of people who left Hubei, came to Hebei and returned to Hebei through active search, door-to-door visits, telephone contact and verification of clues reflected by the masses, verify registration one by one, establish files, issue health notices, and carry out 14 days of medical follow-up and health monitoring to ensure that no one is left.

Nucleic acid detection insists on moving forward the prevention and control barrier. According to the principle of territorial management, the people who left Hubei and returned to Hebei, especially the teachers and students who returned to school, should ensure that no one was missed, and all of them should be tested twice for nucleic acid and 1 time for serum-specific lgM antibody.
