Judging from the recent local clustering epidemic caused by imported cases, the situation of domestic epidemic prevention and control is more severe and complicated, and the pressure of prevention and control continues to increase. According to the requirements of the Ministry of Culture and Tourism and the Provincial Department of Culture and Tourism, the cultural and tourism system will further strengthen the prevention and control of the epidemic in COVID-19 to prevent the spread of the epidemic. The relevant matters concerning strengthening inter-provincial tourism management are hereby notified as follows:

First, from now on, combined with the management measures of epidemic prevention and control high-risk areas, we will adjust the management policies of inter-provincial tourism business activities and implement linkage management. For provinces in high-risk areas, travel agencies and online travel enterprises will be immediately suspended from operating inter-provincial team tours and "air tickets+hotels" business in the province.

Second, after there are no high-risk areas in the province, travel agencies and online travel enterprises can resume inter-provincial team travel and "air ticket+hotel" business in the province.

All districts and counties should deeply understand the importance of this work, firmly establish the concept of "people-oriented, life first", guide travel agencies and online travel enterprises to obey the overall situation of service, and do a good job in epidemic prevention and control in strict accordance with the relevant requirements of the Guide to Prevention and Control Measures for Orderly Resuming Business of Travel Agencies in 2020 issued by the Ministry of Culture and Tourism. Properly handle the adjustment of tourists' itinerary and the refund of tour group fees according to law, and safeguard the legitimate rights and interests of tourists and tourism enterprises.
