sequential
1February 1986, the former Ministry of Geology and Mineral Resources approved the establishment of Zhejiang Environmental Geological Station, which consists of Ningbo, Jiaxing, Wenzhou, Jinhua and Jiaojiang Environmental Geological Stations. 1992 was renamed as Zhejiang Geological Environment Monitoring Station. Before 1998, it was managed by Zhejiang Hydrogeology Engineering Geology Brigade. Since 1998, it has been an independent institution. Since 200 1, the municipal and relevant county (city, district) land and resources bureaus (sub-bureaus) have successively set up geological environment monitoring stations, and the sub-stations directly under the former provincial stations have been placed under the management of the local land and resources bureau.
The main duties of Zhejiang Geological Environment Monitoring Station are: organizing the implementation of geological environment monitoring plans and plans; Drafting geological environment monitoring requirements and technical requirements, and formulating countermeasures and suggestions for geological environment monitoring management; To undertake or organize the monitoring, investigation and evaluation of geological environment elements such as groundwater environment, land subsidence, key sudden geological disasters, soil environment, mine geological environment and geological relics; Responsible for the business management and technical guidance of geological environment monitoring stations in the province; Responsible for the construction and management of geological environment information system in the whole province; Receive, summarize, analyze and process the monitoring data of geological environment in the whole province, and submit all kinds of monitoring results, data and suggestions to provide scientific basis for government decision-making.
The responsibilities of the municipal monitoring station are: to organize the implementation of geological environment monitoring according to the requirements of Zhejiang geological environment monitoring planning and regional geological environment monitoring, and to undertake or organize the monitoring, investigation and evaluation of groundwater environment, land subsidence, sudden geological disasters, mine geological environment, geological relics and other geological environment elements. Responsible for the business management and technical guidance of sudden geological disasters. Undertake the construction and management of geological environment information system, be responsible for the construction, management, protection and maintenance of monitoring facilities, be responsible for the collection, analysis and processing of geological environment monitoring data and materials, and submit monitoring data in time to provide scientific basis for government decision-making.
The second is the construction of monitoring outlets.
At present, the geological environment monitoring department of Zhejiang Province is mainly engaged in the investigation and monitoring of groundwater environment and land subsidence, sudden geological disasters, geological relics and mine geological environment.
(A) the construction of groundwater monitoring points
Groundwater monitoring in Zhejiang Province began in 1950s, and systematic monitoring began in 1974. After nearly 30 years of construction, the groundwater monitoring network with the city as the center and the coastal plain and Jinqu Basin as the focus has been basically established, and the coastal plains such as Hangjiahu, Ning Feng, Huangwen and Wen Rui and the eastern part of Jinqu Basin have been basically controlled, with a monitoring network control area of 9665km2. The monitoring groundwater types are mainly confined water in coastal plain, pore phreatic water in some urban river valleys, pore fissure water in red beds, karst water and bedrock fissure water. At present, there are 488 monitoring points, including 36 national monitoring points, 95 provincial monitoring points and 357 regional monitoring points; According to the monitoring contents, there are 246 water level monitoring points, 3 10 water quantity monitoring points,10 water quality monitoring points and 15 water temperature monitoring points. Due to urban construction, shutdown and well sealing, long-term siltation and man-made destruction, although many efforts have been made to protect it, the monitoring points and facilities in various monitoring areas in the province are still seriously damaged, and 38 monitoring wells in the province are damaged or silted. Among them, the national population is 10, the provincial population is 20 and the regional population is 8. Groundwater level monitoring uses a water level meter modified by a multimeter. Red bed pore fissure water, karst water, gully pore diving and part of confined water were observed for five days at the national level, and most of the rest were observed for ten days, and some were observed for half a month, month and season. Groundwater quality is monitored 1 time every year, and sampling and testing are generally concentrated in the mining peak period from May to June. Mercury thermometer is used to monitor groundwater temperature, generally 65438 0 times a month. The monitoring of mining volume is generally monthly 1 time in the whole city, and statistics are made quarterly or at the end of the year. In 2007, an automatic monitoring system for groundwater was built for the first time, and 20 automatic monitors have been installed.
(2) Construction of land subsidence monitoring network
Land subsidence in Zhejiang Province is mainly distributed in coastal plain areas such as Hangjiahu, Ning Feng, Huangwen and Wen Rui. Land subsidence monitoring in Hangjiahu and Ning Feng Plain began in 1970s and 1980s, and land subsidence leveling in Huangwen and Wen Rui Plain began in 2002 and 2003 respectively. Hangjiahu Plain is dominated by leveling monitoring, supplemented by GPS regional monitoring, and Ningbo, Huangwen and Wen Rui Plain are dominated by leveling monitoring. The monitoring control area is nearly 5900km2. There are 3 1 primary GPS stations, 2 1 secondary GPS stations, 432 leveling points in the whole province. The length of leveling monitoring route exceeds 1000km, there are 2 sets of layered monitoring signs and bedrock signs for land subsidence, and there are 65,438 automatic monitoring stations for land subsidence. In recent years, in addition to maintaining 1 routine leveling monitoring every year, preliminary progress has also been made in real-time automatic monitoring and GPS monitoring.
(3) Construction of monitoring network for sudden geological disasters
Sudden geological disaster monitoring includes group monitoring, group prevention monitoring and professional monitoring. Group prevention and treatment monitoring point 40 18. Among them, there are 2662 landslide points, 796 collapse points, 426 debris flow points and 134 ground collapse points. The monitoring methods mainly include macroscopic signs monitoring and surface displacement measurement. Generally, the frequency of monitoring in flood season is 5 days, and non-regular inspections are conducted in non-flood season, and heavy rain and rainstorm periods are daytime observation or even time observation.
Professional monitoring is in the trial operation stage. At present, there are 24 landslide monitoring points in Wenzhou, Jinhua, Quzhou, Ningbo and other cities, and automatic surface displacement monitors and automatic rainfall meters have been installed. Instruments can send monitoring data information in real time, and some instruments are unstable due to natural conditions and human factors. It is planned to build a new 16 landslide monitoring point and install an automatic surface displacement monitor and an automatic rain gauge; Xiashan Village, Huishan Town, Xinchang County, Shaoxing City is building a 1 provincial landslide monitoring demonstration station. It is planned to carry out comprehensive landslide monitoring, including surface and underground displacement monitoring, groundwater monitoring, total station automatic monitoring, laser ranging and GPS monitoring. And set up a monitoring station building.
Three, monitoring equipment (equipment) equipped with the status quo
Geological environment monitoring equipment (equipment) in Zhejiang Province mainly includes 4 monitoring vehicles, 2 sets of land subsidence layered monitoring signs and bedrock signs, automatic land subsidence monitoring stations 1 each, fixed GPS stations 1 each, 27 landslide displacement monitors, 20 automatic groundwater monitors, 3 sets of dual-frequency GPS-3 sets, 5 sets of hand-held GPS1each, and information networks and

Four. Information construction
(1) Construction of Meteorological Forecast and Early Warning for Sudden Geological Disasters
The meteorological forecast and early warning of sudden geological disasters in Zhejiang Province is undertaken by Zhejiang Geological Environment Monitoring Station, Provincial Meteorological Observatory, Provincial Meteorological Information Center and Information Center of Provincial Department of Land and Resources, and implemented by Zhejiang Geological Environment Monitoring Station, which has been running stably for 6 years since 2003. Through data exchange with meteorological and water conservancy departments, a provincial-level geological disaster prediction and early warning system composed of information transmission, sudden geological disaster early warning software, mobile phone short message platform, WebGIS early warning result release system, related consultation and result release approval is established by using the prediction and early warning software model based on artificial neural network, which ensures the orderly development of meteorological prediction and early warning work of sudden geological disasters in flood season every year.
(2) Construction of special website for prevention and control of geological disasters
Since 2006, the website of Zhejiang Provincial Department of Land and Resources has set up a special topic on the prevention and control of geological disasters in flood season, and published the early warning and forecasting results and related information of sudden geological disasters in the province, which provided the public with information such as the possible area and probability of sudden geological disasters, improved the pertinence of public prevention of geological disasters, and increased the depth and breadth of group monitoring and prevention work. At the same time, it has played a positive role in publicizing the policies and regulations on geological environmental protection and establishing the image of the Provincial Department of Land and Resources in the prevention and control of geological disasters.

(3) Construction of information systems such as geological disaster database.
Zhejiang Geological Environment Monitoring Station has established the information management system of sudden geological disasters in Zhejiang Province, the information system of debris flow geological disasters in small watersheds, the monitoring database of groundwater dynamics and land subsidence, the spatial database of1:200,000 hydrogeological maps, the environmental spatial database of1:500,000 hydrogeological maps and the mine geological environment database. Initially realize the information query of sudden geological disasters, geological disaster-prone areas and small watersheds, the management of aerial photos, satellite photos and DEM data, and the plane and three-dimensional display.
Verb (abbreviation for verb) mainly monitors results and services.
After decades of monitoring of groundwater and land subsidence, long-term series of data have been accumulated, and the annual geological environment monitoring report and comprehensive geological environment monitoring report with "five years" as the stage have been compiled. According to the monitoring data, the annual report and forecast of groundwater dynamics in Hangjiahu Plain, Hangzhou, Ningbo, Jiaxing and other major areas are compiled, and the Geological Environment Bulletin of Zhejiang Province is compiled and released to the public from 200 1.
In May, 2004, under the specific guidance and coordination of the Ministry of Land and Resources and China Geological Survey, a regional cooperative joint meeting system for land subsidence monitoring in the Yangtze River Delta was established, and the Information Bulletin and Release Agreement for Land Subsidence Monitoring in the Yangtze River Delta was signed, and the Information Bulletin for Groundwater and Land Subsidence Monitoring in the Yangtze River Delta was released every year.
On the basis of regional hydrogeological investigation and development and utilization of groundwater resources, Zhejiang Provincial Department of Land and Resources and Zhejiang Provincial Department of Water Resources jointly compiled 200 1 Plan for Investigation, Evaluation and Development and Utilization of Groundwater Resources in Zhejiang Province. In 2008, the Provincial Geological Environment Monitoring Station cooperated with Nanjing University and Peking University to build groundwater and land subsidence models in the Yangtze River Delta and Hangjiahu Plain respectively. Put forward the control objectives of groundwater exploitation and land subsidence, formulate the annual groundwater exploitation plan and supervise its implementation. The over-exploitation of groundwater has been obviously controlled, and the land subsidence speed is also slowing down.
In 2003, the meteorological early warning and forecasting system of geological disasters was developed, and in 2004, the geological disaster information was officially predicted on the meteorological programs of provincial TV stations, which played a positive role in raising the national awareness of disaster prevention and mitigation and minimizing disaster losses. By the end of 2008, the province * * * had issued 197 meteorological forecast and early warning of geological disasters, including 86 at the third level, 4 at the fourth level 107, 4 at the fifth level, and 23 at the kloc-0/60 by SMS. Through the close combination of meteorological forecast and early warning system of geological disasters and group prevention and treatment system, landslide and debris flow 170 cases were successfully avoided, and 2,373 casualties were prevented.
