What's the use of citizen card?

Citizen card has the following purposes:

(A) the application of medical insurance

1, citizens can register at designated medical institutions, see a doctor, go through admission and discharge procedures, or buy medicines at designated pharmacies according to relevant regulations;

2, you can go to the city medical insurance agencies for all kinds of registration, sporadic reimbursement and other procedures;

3. You can go to the municipal medical insurance agency to inquire about the balance of medical insurance personal accounts and other information.

(2) Public utilities

It can be directly used in public transportation, rental, libraries, supermarkets, convenience stores, gardens, contracted businesses and many other fields, and can also pay daily living expenses such as water, electricity, coal and telephone bills.

(3) Financial payment

Citizen card has the function of ordinary bank card, and has the functions of deposit and withdrawal, consumption, transfer and so on.

First, the concept of citizen card

Citizen card, an integrated circuit card (IC card) used to handle personal social affairs and enjoy public services.

Generally, it is used in social security, residents' health, public transportation, government subsidies, bank debit, tourism, library borrowing, community access control and other applications. Load, gradually expand the application of micropayment, water and electricity payment, student card, etc., and realize the application and settlement of cross-city card.

Second, the citizen card application method

There are two main ways to apply for citizen cards: collective application by units and voluntary application by individuals. Individual voluntary application includes voluntary application of citizen card service outlets and one card application of household registration police station.

On-the-job employees insured by enterprises: In the scale application stage, the citizen card is mainly applied by the parties collectively handled by the unit. The unit sends a special person to the citizen card service hall with the original and photocopy of the organization code certificate and my ID card. After the scale application stage is over, individuals will apply voluntarily with their ID cards (residence booklet or household registration certificate) to the lobby of the citizen card service center or community service outlets.

Holder of West Lake Medical Insurance Card: Hangzhou citizens voluntarily apply for citizen cards at the citizen card service hall or service outlets with their ID cards (household registration book or household registration certificate) and West Lake Medical Insurance Card.

Other citizens who meet the requirements for applying for a citizen card: they can apply for it voluntarily through the service center outlets with their ID cards (household registration books or household registration certificates), or they can apply for a citizen card at the same time when they apply for a second-generation card at the police station.

Third, the citizen card application time

The production cycle of citizen card is about one and a half months (if online application is about one month). After the citizen card is made, the citizen card service center will notify the public to collect the card by SMS. Considering the surge in the number of applicants at this stage, the notice will be delayed. It is suggested that citizens take the initiative to check the production of their citizen cards through "96225" one and a half months after applying.

Measures of Hangzhou Municipality on the Administration of Citizen Cards

Article 2 Citizen cards mentioned in these Measures refer to integrated circuit cards and virtual electronic cards issued by Hangzhou Municipal People's Government to Hangzhou citizens for handling personal social affairs and enjoying public services.

Citizen card has the basic functions of information storage, information inquiry and transaction payment.

Article 5 Relevant government application departments shall provide relevant business information to information resource management institutions in a timely, accurate, complete and free manner according to the needs of citizen card system construction, and actively promote the application of citizen cards in the management and services of their own departments.

District, county (city) and Township People's governments and sub-district offices shall actively cooperate with relevant departments to do a good job in information collection, publicity and distribution of citizen cards.

Unless otherwise stipulated by laws and regulations, any citizen card application unit shall not refuse the application of citizen card system in its own unit.
