Who sent the arbitration notice text message?

The arbitration notice shall notify the parties in writing and inform them of the date and place of the hearing. After receiving the written notice, the applicant/respondent refuses to appear in court without justifiable reasons or withdraws from court without the consent of the arbitration tribunal, which may be regarded as withdrawing the arbitration application/default award.
