The voluntary registration network of organ donation belongs to the China Organ Transplantation Development Foundation, which is under the charge of the National Health and Wellness Commission (formerly the Health Planning Commission). You can tell by the name that it belongs to that kind of charity fund. Everyone donates money to the foundation, and then the foundation uses the money to do some work to support organ transplantation and activities.
